Transparency Portal
To make access to public information simple and easy to access, City staff created the Transparency Portal on the City's website. The Transparency Portal is a one -stop location to access all the information required to be posted by the Sunshine Ordinance, and more. The Transparency Portal is accessible from links on the C:ity's home page and top navigation menu.

Items In -Progress
Although the implementation of most of the Ordinance provisions stand complete, three items remain in, -progress.

Item 4: Posting all Council -approved contracts
Many Council -approved contracts contain personal and private information that must be removed or redacted before posting. The City does not have any way to automate that process. This means that contracts will have to be uploaded through a manual process. Staff will begin uploading contracts as approved by the Council going forward, and will begin adding contracts in reverse chronological order, as time permits.

Item 6: Posting planning application documents
Planning developed an interactive map that provides informations on projects throughout the City.

Planning staff is now working to upload associated planning applications. .Item 9: Develop a conzMunications plan
The Council adopted this as one of its goals for the corning year and approved a budget with funding to support that initiative. This initiative will begin starting July V when the new fiscal year begins.

Conclusion
Going into the July I" effective date, City staff have implemented most of the provisions of the Sunshine Ordinance. Live video broadcast of City Council meetings was a significant step forward in the City's effort to improve transparency. At present, the City does not have a way to automate the online disclosure of Council -approved contracts and will be uploading contracts through a manual process. This manual process is time intensive and will take time to complete.

In the approved City budget, there is money to develop and execute a communications plan, consistent with Council goals. Drafting the communications plan will likely take several weeks and will most likely go before the Council for approval in August.

Staff continue to explore best practices for improving transparency and building trust with the community.
