BACKGROUND/DISCUSSION:
The approved FY2022/2023 Capital Improvement Program (CIP) includes multiple projects funded through the Community Development Block Grant (CDBG) Program. The CDBG Grant Program provides funding for pedestrian and transit related improvements such as sidewalk, curb ramps, bus stop improvements and curb/gutter. One of these projects is the Adams Street and Avenue B Street Sidewalk Improvements Project (Project). A total of $570,133 in CDBG funds is available for the Project. In addition to other funding sources, the Project also includes $50,502 in TDA Article 3 Grant Funds specifically identified for bus stop landing and sidewalk improvements along the Omnigo Route 310 bus route.
The Project consists of constructing curb, gutter, sidewalk, bus stop improvements, and concrete drive approaches along the east and west side of Adams Street between Yucaipa Boulevard and Avenue B, and on the north side of Avenue B from Adams Street to 1 st Street.
On October 10, 2022, the City Council awarded a construction contract to Three Peaks Corp. of Calimesa, CA in the amount of $547,635. The City Council also approved the amount of $55,000 for construction contract contingency and $43,000 for construction contract administration staff time, inspection, and testing, for a total construction budget in the amount of $645,635.
Throughout the course of construction, staff approved Change Orders 1 through 4 for a net increase in the amount of $24,312. The change orders included additional items of work such as additional tree removals, concrete driveway removal and replacement, fire hydrant relocation, concrete curb/flatwork and cross gutter required to construct the Project. The total approved change order amount of $24,312 are less than the construction contract contingency amount of $55,000 approved by City Council for this contract.
The construction of the Project has been completed. Field inspections performed by staff during the course of the work and upon completion of the work have assured that the work was completed according to the as -built plans and specifications for the Project. As a result, staff is recommending that the City Council accept the contract work, approve the final payment and direct staff to file the Notice of Completion for the Project.
