SUBJECT: Yucaipa Fire Department Radio Replacement Purchase Authorization RECOMMENDATION:
That the City Council approve and authorize the City Manager to execute the purchase of mobile and portable radios to replace antiquated and incompatible equipment for Yucaipa Fire Department in the amount of $295,536.44.
DISCUSSION:
The Yucaipa Fire Department has a critical need to replace antiquated and incompatible emergency handheld and mobile VHF and 80OMHZ radio equipment. Existing radios are over 15 years old, and most are unsupported by the updated platform and frequencies and are being noticed that repairs are becoming unlikely if not impossible. Current VHF and 80OMHZ handheld and mobile radios do not meet Federal SAFECOM P-25 compliance nor California FIRESCOPE 2024 compliance. The inability for common communications has been cited on many fatal and near - miss incidents as a causative or contributing factor. The purchase of these radios would enhance Yucaipa Fire Departments ability to efficiently provide service to the City of Yucaipa and surrounding cooperator agencies and is required for California Fire Services Master Mutual Aid and accompanying grant opportunities.
In the FY24 Annual Budget, City Council approved $300,000 for the procurement of new radios.
The total proposed expenditure is $295,536.44 and would include an entire department replacement of all 800 MHz mobile and portable radios and VHF mobile and portable radios.
Motorola is the sole vendor for 800NIHZ radios so the City will be following the sole source procurement process. Costs for 80OMHZ radios to Motorola would total $204,768.31. 49er Communications was awarded the CAL FIRE Contract (NASPO Contract 00318 & CA Addendum 7-22-70-49-18) and the Yucaipa Fire Department would piggyback on the State of California Request for Proposal with 49er Communications for a total of $90,768.13 following the City's piggyback procurement policy.
FISCAL IMPACT:
The amount requested is included in the Fire Department of the FY24 Annual Budget.
