CITY OF YUCAIPA

AGENDA REPORT
TO: Honorable Mayor and City Council
FROM: Fermin Preciado, Director of Development Services/City Engineerlvq- Landon Kern, Assistant City Engineer
Katrina Kunkel, Associate Engineer'X.'
FOR: City Council Meeting of September 25, 2023
SUBJECT: Award of Agreement — Citywide Engineering and Traffic Survey for Speed Limits RECOMMENDATION:

That the City Council award and authorize the City Manager to execute the agreement and the City Manager or his designee to administer the terms of the agreement with Minagar & Associates, Inc. of Laguna Hills, CA in the not -to -exceed amount of $46,961 to conduct a Citywide Engineering and Traffic Survey for Speed Limits.

BACKGROUND:

The California Vehicle Code (CVC) Sections 627, 22348 through 22413 and 40802 require local agencies to conduct Engineering and Traffic Surveys for Speed Limits on street segments once every five years, or seven years under certain circumstances where police officers have met specific training requirements, in order for speed limits to be enforced through the use of radar.

All of the streets and street segments surveyed in the City of Yucaipa are part of the Federal -Aid roadway system. School zones and local streets and roads, which are not part of the Federal -Aid roadway system, are an exception to this requirement since their speed limit is established by the CVC.

DISCUSSION:

The previous Citywide Engineering and Traffic Survey for Speed Limits (Study) for the City of Yucaipa was completed in 2018. The City Council adopted the Study by resolution at the November 14, 2018, City Council Meeting.

Since it has been five years, on August 10, 2023, the City advertised a Request for Proposal/Qualifications (RFP/RFQ) to conduct another Study.

On September 5, 2023, staff accepted qualification and proposals from engineering firms to complete the Study. The following six (6) firms submitted their qualifications and proposals for the requested services:

Firm
Office Location
1 Minagar & Associates, Inc.

Laguna Hills, CA
2 Hartzog & Crabill
Tustin, CA
3 AGA
Fullerton, CA
4 TJKM
Pleasanton, CA
5 STC Traffic, Inc.
1 Carlsbad, CA
6 GTS
Los Angeles, CA
Taking into consideration the firms' experience, approach to the services being requested, and the cost proposal information, staff evaluated the proposals utilizing the City's administrative qualifications -based selection process. Minagar & Associates, Inc. was deemed the most qualified to provide the requested services. Staff is recommending the award of an agreement to Minagar & Associates in the not -to -exceed amount of $46,961 to complete the Study.

FISCAL IMPACT:

The estimated cost of the agreement in the amount of $46,961 is included in the City's approved FY24 Capital Improvement Program Budget.

PROJECT DESCRIPTION
Minagar & Associates, Inc. prepared an Engineering and Traffic Survey report to the City of Colton for updating and validating the currently posted speed limits 44 street segments on 26 citywide streets. The report was prepared in compliance with the 2021 California Vehicle Code (CVC) and the latest 2021 California Manual on Uniform Traffic Control Devices (CA MUTCD).

The E&TS included an initial field inspection of each of the roadway segments throughout the City. Prevailing speeds, collision history, and other roadway conditions and traffic factors not readily apparent to the driver were taken into consideration and analyzed. Such factors include sight distance, intersection spacing and offsets, commercial driveway characteristics, pedestrian and bicyclist activity and safety, the 10-MPH pace range of prevailing traffic, parking practices, the density of adjacent residential and/or business uses, among others.

The survey found that all 44 surveyed street segments were recommended to remain at their currently established speed limits as documented and would not require any changes to the existing posted regulatory signage or speed limit pavement markings.

PROJECT DESCRIPTION
The City of Solana Beach selected Minagar & Associates, Inc. to conduct an updated Citywide Engineering & Traffic Survey (E&TS) for 29 roadway segments in the City, as the latest E&TS had been conducted in 2016. Since 2016, many traffic calming projects had been implemented in the City, which contributed to changes in traffic flow and speed trends.

The E&TS included comparison of the segments in the 2016 Survey against the Circulation Element of the City's General Plan and the Functional Classification Map. After collecting 5-year collision history via TIMS Berkeley and Crash Data trends from Caltrans, Average Daily Traffic (ADT) Counts were collected for the 29 roadway segments and the data was analyzed with the posted speed limits.

Minagar & Associates, Inc. also performed field visits, driving each segment and making notation of special features or roadside conditions that may justify downward speed zoning. Finally, a report was prepared containing segment analysis, results, and
recommendations of the speed survey.

REQUEST FOR PROPOSAL TO PROVIDE xr`ociD
CITYWIDE ENGINEERING &TRAFFIC SURVEY for SPEED LIMITS BY RADAR

CITY OF YUCAIPA, CA
Minagar staff will initially perform field inspections of each roadway segment to note the geometry, conditions, and features of each segment. With the assistance of the proposed subconsultant, Counts Unlimited, Inc., speed data collection will be - conducted at the 97 segments identified in the 2018 E&TS, and subject to change at the City's discretion. If requested, segments may be resurveyed- ;
to ensure the most accurate data collection.

A spot speed survey will be conducted in both directions for each roadway segment. As required by the California Vehicle Code, all radar or laser equipment will be operated by a certified radar operator. Radar certification for each radar operator to provide services for the City of Yucaipa is provided in Appendix B: Speed Gun Calibration Certificates.

DELIVERABLES: 5-Year Collision History
Original Field Data Sheets

Counts Unlimited, Inc. will also be responsible for collecting Average Daily Traffic (ADT) counts over a 24-hour period at the approximate midpoint of each roadway segment. Count data will be collected on a typical weekday of Tuesday, Wednesday, or Thursday with ;..t
clear and dry weather, and will be organized into one -hour increments. 9 DELIVERABLES: Original Field Data Sheets
Minagar staff will utilize the speed data to calculate the 851h percentile speed. Other measures such as 151h percentile speed, median speed, mode speed, pace speed, and average speed may also be calculated and utilized in determining the most appropriate speed limit for each roadway segment.

Additionally, Minagar & Associates, Inc. will review the total mid -block accident history for each of the specified locations. Minagar & Associates, Inc. will then calculate the accident rate for collisions related to unsafe speed based on a mid -block's collision history as follows:

Collisions _ No. of Collisions * 1,000,000
Accident Rate ( MVM ADT * Distance * No. of Days
where: No. of Collisions
Number of speed -related collisions on the segment during the selected analysis period (50.5 months), both directions
1,000,000 Conversion factor for Million -Vehicle -Miles (MVM) ADT Average Daily Traffic (vehicles per day), both directions Distance Roadway segment distance traveled by each vehicle (miles) No. of Days Number of days during the selected analysis period (i.e., 1.00 year = 365 days)
Following the calculation of collision rate for each street segment, Minagar & Associates, Inc. will conduct a technical comparison between the calculated MVM and the expected MVM. For CMINAGAR & ASSOCIATES, INC. 12

example, the expected Overall Crash Summary for Caltrans District 8, which includes the City of Yucaipa, is shown below. If the calculated MVM of a roadway segment exceeds the expected value for a specific roadway segment, this indicates a higher -than -normal collision rate relating to unsafe speed. In that case, Minagar & Associates, Inc. will reconsider the 85'h percentile speed and recommend accordingly.

DELIVERABLES: Roadway Segment Summary Sheets with 85th Percentile Speeds Prior to report preparation, Minagar staff will conduct a final field check by driving each segment during prevailing traffic conditions to conclude the most appropriate speed limit to be recommended.

Minagar will observe if any land use characteristics or roadway conditions are readily apparent to drivers or will have an impact on the speed limit recommendation.

All speed limit recommendations will conform to the latest California Manual on Uniform Traffic Control Devices Section 213.13 and will consider the proximity of schools, parks, and other facilities. Recommendations for segments that are adjacent to roadways of nearby jurisdictions will be given extra consideration to provide consistency too drivers and prevent speed traps. The speed limit recommendations will be provided in the E&TS report.
