SUBJECT: Acceptance of Contract Work — County Line Road Mobile Source Air Pollution Reduction Review Committee (MSRC) Grant Project — Project No. 11118 RECOMMENDATION:
That the City Council:
1. Accept the contract work completed by Three Peaks Corp. in the amount of $460,284 County Line Road Mobile Source Air Pollution Reduction Review Committee (MSRC) Grant Funded Project — Project No. 11118 (Project); and
2. Authorize the recordation of the Notice of Completion for the Project; and
3. Accept the as -built plans for the Project.
BACKGROUND/DISCUSSION:
On September 4, 2015, staff applied for a Mobile Source Air Pollution Reduction Review Committee (MSRC) grant from the South Coast Air Quality Management District (SCAQMD) to construct the County Line Road "Complete Streets" Project. On November 6, 2015, SCAQMD notified the City that the MSRC grant funds had been awarded to the City in the amount of $380,000 with a local match requirement in the amount of $500,000 for a total Project budget amount of $880,000.
The MSRC grant includes funding for the construction of pedestrian access improvements, including sidewalk and curb ramps, and bicycle lanes on the north and south side of County Line Road, between Calimesa Boulevard and a point just west of 41h Street where a segment of County Line Road will remain two lanes. The Project does not include the roundabout at County Line Road and 5th Street, which is a component of the SB 1 Local Partnership Program (LPP) grant funded project currently under construction.
On January 9, 2023, the City Council awarded a contract to Three Peaks Corp. of Calimesa, CA to complete the Project in the amount of $451,691. The City Council also approved the amount of $50,000 for contract contingency and the amount of $45,000 for contract administration, inspection, and staff time for a total construction budget in the amount of $546,691.
Inspections performed by staff during the course of the work and upon completion of the work have assured that the work was completed in accordance with the contract specifications for the Project.
FISCAL IMPACT:
No additional fiscal impact as a result of the proposed recommendations. The table below includes the approved budget and actual costs for the completed Project:
