CITY OF YUCAIPA

AGENDA REPORT
TO: Honorable Mayor and City Council
FROM: Fermin Preciado, Director of Development/City Engineer Landon Kern, Assistant City Engineer
Katrina Kunkel, Associate Engineer
FOR: City Council Meeting of September 25, 2023
SUBJECT: Neighborhood Traffic Calming Program Recommendations — Phase 14 RECOMMENDATION:

That the City Council review and approve the Neighborhood Traffic Calming Program recommendations for Phase 14, as presented.

BACKGROUNDIDISCUSSION:

During the process of adopting the FY08 Budget, the City Council approved a Service Level Option to prepare and administer a Neighborhood Traffic Calming Program (Program) for the community. The intent of the Program is to create an objective and consistent process to address traffic concerns on lower traffic volume residential streets such as speeding, parking and other safety -related concerns. It is important to note that the Program is not used to address concerns on streets that abut commercial or industrial land uses nor on street classified as arterial, unless the arterial streets are abutted by primarily residential land uses. As part of the process, the Program includes a Local Agency Stop Sign Warrant Policy for addressing requests for stop signs at intersections of residential streets where the Manual on Uniform Traffic Control Devices (MUTCD) may not normally warrant stop signs based on the State's requirements. The Program also includes a Local Speed Hump Warrant Policy that provides objective criteria to be used along with engineering judgment to determine if a speed hump(s) is a viable option to reducing speeds on residential streets.

The Program has been structured to include an on -going assessment of all citizen -generated concerns that have been determined to be of significance by staff using the Program's policies.

Using the process established by the Program, staff assesses the various traffic concerns that are reported within the City. Depending on the number of concerns received, staff makes recommendations to the City Council at least once a year for implementing mitigation measures to address concerns determined to be of significance using the Program policies. On July 11, 2022, the City Council approved fifteen (15) recommendations under Phase 13 of the Program. The implementation of all 15 recommendations has been completed For Phase 14 of the Program, covering the period from April 28, 2022 to June 26, 2023, staff

received and logged thirty-four (34) traffic related concerns from residents. The concerns were reviewed by staff to determine if a significant problem exists. If a significant problem was observed, a field assessment was conducted by staff. The following table includes the six (6) field assessments which resulted in recommendations to the City Council for Phase 14 of the Program.

As part of the Program, the speed -related concerns received have been shared with the Police Department at the monthly traffic safety meetings and will continue to be shared to keep them informed of the speed concerns being received by staff. Due to multiple speeding concerns received at various locations, staff will continue to work with the Police Department to perform enhanced enforcement on a more frequent basis at the reported street segments, which may include receiving feedback from the Police Department to track the enhanced speed enforcement measures.

As part of previous phases of the Program, Council has approved the installation of temporary speed humps along Adams Street between Avenue D and Avenue E. As part of Phase 13 of the Program, staff is recommending Council approve the installation of permanent speed humps to replace the temporary speed humps along Adams Street.

FISCAL IMPACT:

The estimated cost to implement the recommended measures for Phase 14 in the amount of approximately $25,600 is included in the City's FY24 Capital Improvement Program Budget.
