SUBJECT: Acceptance of Contract Work — Avenue E Street Improvements, Dunlap Boulevard to Yucaipa Boulevard Project — Project No. 11185
RECOMMENDATION:
That the City Council:
Accept the contract work completed by Three Peaks Corp. in the amount of $342,762.95 for the Avenue E Street Improvements, Dunlap Boulevard to Yucaipa Boulevard Project — Project No. 11185; and
2. Authorize the recordation of the Notice of Completion for the Project; and
3. Accept the as -built plans for the Project.
BACKGROUND/DISCUSSION:
The Yucaipa Boulevard Widening, 151h Street to the I-10 Freeway Project (Yucaipa Boulevard Project) includes the street widening and street improvements along both sides of Yucaipa Boulevard between 15th Street and the I-10 Freeway, the signalization of the intersections of 16th Street, 171h Street and Chinaberry Street, and the traffic signal modifications at the intersection of Yucaipa Boulevard and Avenue E/Hampton Road. The Yucaipa Boulevard Project is being constructed in three phases and are identified as follows:
Phase 1 - Between 18th Street North and Avenue E
Phase 2 — Between 151h Street and 16th Street
Phase 3 — Between 161h Street and 18th Street North
In September of 2022, the City Council accepted the contract work for Phases 1 and 2. With the completion of the Phase 1 and 2 improvements, and the anticipated future construction of the traffic signal modifications at Yucaipa Boulevard and Avenue E/Hampton Road, staff prepared the plans and specifications for the Avenue E Street Improvements, Dunlap Boulevard to Yucaipa Boulevard (Project). The Project is another phase of the larger Yucaipa Boulevard Project, which widened a portion of Avenue E in order to be consistent with the City's General Plan circulation
element, and to accommodate the planned widening and traffic signal modifications that will occur at the northeast corner of the Yucaipa Boulevard/Avenue E/Hampton Road intersection. Those improvements are planned to be constructed as a separate, and future phase of the Yucaipa Boulevard Project.
On May 9, 2023, the City Council awarded a contract to Three Peaks Corp. of Calimesa, CA to complete the Project in the amount of $326,326. The City Council also approved the amount of $32,000 for construction contract contingency and the amount of $26,000 for contract administration, inspection, and staff time for a total construction budget in the amount of $384,326. The Project required additional work and a contract change order was approved by staff in the amount of $16,436.95, increasing the contract amount to $342,762.95. The additional work included increased quantities of signage and striping, additional grading and paving, and the relocation of temporary fencing and additional erosion control measures in order to accommodate field conditions encountered during the course of the work.
Inspections performed by staff during the course of the work and upon completion of the work have assured that the work was completed in accordance with the contract specifications for the Project.
FISCAL IMPACT:
There is no additional fiscal impact as a result of the proposed recommendations. The table below includes the approved budget and actual costs for the completed Project:
