SUBJECT: Change Order No. 1 - 7th Street Pickleball Courts — Concrete Footings and Steel Structure/Cover Installation Project — Project No. 11150-2 RECOMMENDATION:
That the City Council approve and authorize the City Manager to execute Change Order No. 1 to the contract with Three Peaks Corporation in the amount of $21,291.92 for the 7th Street Pickleball Courts — Concrete Footings and Steel Structure/Cover Installation Project — Project No. 11150-2, for a revised contract amount of $177,141.92.
BACKGROUND/DISCUSSION:
On September 12, 2022, the City Council approved the revised Conceptual Pickleball Master Plan for the 7th Street Pickleball facility and approved the development of Phase 1 of the facility which includes the following:
1. Removal of the existing 7th Street Modular Skate Park equipment and construction of four new pickleball exclusive courts.
2. Installation of a steel structure over the four proposed pickleball courts that emulates/expands the existing steel structure cover.
3. Installation of lighting under the new steel structure cover over the four pickleball courts.
4. Demolition of the existing theatre building located east of the existing basketball courts.
On January 23, 2023, the City Council awarded a contract to Western Steel Buildings of Park City, Utah (Western Steel) for the Engineering Design and Fabrication Services Including Delivery for Yucaipa Pickleball Court Cover Project— Project No. 11150 in the amount of $149,702.46 and approved a total project budget of $169,702.46.
On August 28, 2023, the City Council awarded a contract to Three Peaks Corporation of Calimesa, CA (Three Peaks) for the 7th Street Pickleball Courts — Concrete Footings and Steel Structure/Cover Installation — Project No. 11150-2 (Project). The Project consists of installing the
concrete footings for the steel structure cover, leveling the existing concrete surface, and installing the steel structure per the plans and specifications.
During the excavation for the installation of the concrete footings required for the steel structure, unanticipated soil conditions, including rocks/boulders were encountered to be in conflict with the concrete footings. Staff consulted with the City's structural engineer/architect who designed the footings to address the unanticipated soil conditions. Since the rocks and boulders that were encountered limited the excavation for the concrete footings, the most cost-effective solution was determined to be the construction of additional horizontal concrete footings to mitigate the unforeseen conditions. This will result in additional costs for concrete and steel to construct the horizontal concrete footings.
This additional work is required to complete the installation of the steel structure. As a result, staff is recommending that the City Council approve Change Order No. 1 to the contract with Three Peaks in the amount of $21,291.92.
FISCAL IMPACT:
The FY24 Annual Budget includes the cost of the additional $21,291.92.
