SUBJECT: Award of Contract - Installation of Asphalt Speed Humps on Adams Street- Project No. 11199
RECOMMENDATION:
That the City Council:
1) Award and authorize the City Manager to execute a contract, and the City Manager or his designee administer the terms of the contract to the lowest responsive bidder, NPG Corporation of Perris, CA for the Installation of Asphalt Speed Humps on Adams Street - Project No. 11199; and
2) Approve the amount of $5,000 for construction contract contingency and the amount of $4,000 for construction contract administration/inspection costs for a total construction budget in the amount of $35,198; and
3) Authorize the City Manager or his designee to administer the distribution of the contract contingency; and
4) Approve the Plans and Specifications prepared for this project.
BACKGROUND/DISCUSSION:
During the process of adopting the FY2007/2008 Budget, the City Council approved a Service Level Option to prepare and administer a Neighborhood Traffic Calming Program (Program) for the community. The intent of the Program is to create an objective and consistent process to address traffic issues on residential streets such as speeding, parking and other safety -related issues.
On September 25, 2023, the implementation of seven (7) mitigation measures were approved by the City Council to address concerns that were determined to be of significance. The approved measures included the installation of permanent asphalt speed humps on Adams Street between Avenue D and Avenue E. As a result, staff prepared the plans, specifications, and bid documents
for the Installation of Asphalt Speed Humps on Adams Street, Project No. 11199 (Project). This includes the installation of permanent asphalt speed humps and associated signage and striping.
The Project was advertised for bids in October of 2023. On October 26, 2023, three (3) sealed bids were received and opened as follows:

Engineer's Estimate

The Engineer's Estimate for this program is in the amount of $20,000. NPG Corporation of Perris, CA is the lowest responsible bidder for the Project. Staff has reviewed the bid documents and determined that the documents meet the requirements of the construction contract specifications.
NPG Corporation has completed similar projects for the City in the past and their work has been deemed satisfactory. Consequently, staff recommends the award of the contract to NPG Corporation in the amount of $26,198 for the Project.
FISCAL IMPACT:
The estimated cost for the Project in the amount of approximately $35,198 is included in the Adopted FY24 Capital Improvement Program Budget.

PROJECT: TRAFFIC CALMING INSTALLATION OF ASPHALT SPEED BUMPS AND STRIPING ON ADAMS STREET, PROJECT NO. 11199
WITNESSETH, in this consideration of their covenants, the parties hereto agree as follows:
The contract documents for the Project shall consist of the Notice Inviting Sealed Bids, Instructions to Bidders, Proposal, General Specifications, Standard Specifications, Special Provisions, Plans, and all referenced specifications and appendices; together with this Agreement and all required bonds, insurance certificates, permits, notices, and affidavits; and also including any and all addenda or supplemental agreements clarifying, amending, or extending the work contemplated as may be required to insure its completion in an acceptable manner (collectively, the "Contract Documents"). The Contract Documents are made a part hereof as though fully set forth herein.
In consideration of such work, City agrees to pay Contractor and Contractor agrees to accept the sum of Twenty -Six Thousand One -Hundred and Ninety -Eight Dollars in the manner provided in the Contract Documents and subject to adjustment provided therein.
Concurrently with the execution of this Agreement, Contractor shall file with the City the bonds and certificates of insurance specified in the Contract Documents and subject to adjustment provided therein.
This Contract shall not be assigned without the written permission of the City Council IN WITNESS WHEREOF, the parties hereto have executed this instrument the day and year first above written ATTEST:
