CITY OF YUCAIPA
AGENDA REPORT
TO: Honorable Mayor and City Council
FROM: Fermin Preciado, Director of Development Services/City Engineer Landon Kern, Assistant City Engineer L X
Kevin Garcia, Assistant Engineer --q
FOR: City Council Meeting of November 13, 2023
SUBJECT: Reject Bids — 2022-2023 AC Berm/Curb Program — Project No. 11195-2 RECOMMENDATION:
That the City Council:
1) Reject all bids for the 2022-2023 AC Berm/Curb Program — Project No. 11195-2; and 2) Direct staff to evaluate alternatives for completing the Program within the available budget.
BACKGROUND/DISCUSSION:
On March 8, 2022, the City Council approved the FY2022/2023 Pavement Management Program (PMP). Included as a part of the PMP is the FY2022/2023 AC Berm/Curb Program (Program).
The Program was initiated in order to replace existing/deteriorated asphalt berms and curbs at various locations throughout the City. As these berms or curbs wear out or are damaged, they no longer perform their designed function, which is to keep storm water run-off within the paved areas of the streets. Absent the berms or curbs, stormwater run-off may enter private properties and can also reduce the life of the asphalt on existing City streets.
Staff publicly advertised the Program for construction bids and on October 12, 2023, three (3) bids were received from contractors as follows:
Contractor
Bid Amount
IE General
$72,000
Onyx Paving Company
$111,000
Hardy & Harper
$238,800
Engineer's Estimate
$35,000
The bid amounts received are significantly higher than the engineer's estimate and may be due to the small quantity of the items of work (economic scale) of the Program. Staff believes there may be
alternatives for completing the Program within the available budget and will evaluate potential alternatives including the possibility of adding this work to a larger construction contract for similar work. Consequently, staff is recommending that the City Council reject all bids for the Program and direct staff to evaluate alternatives for completing the Program within the available budget.
FISCAL IMPACT:
None.
