SUBJECT: Reject All Bids — Phase II-B Yucaipa Boulevard ADA Improvements 2nd Street to 5th Street, — Project No. 10959-2
RECOMMENDATION:
That the City Council:
1) Reject all bids for Phase I1-B Yucaipa Boulevard ADA Improvements 2nd Street to 5th Street, — Project No. 10959-2; and
2) Direct Staff to rebid the Project and conduct additional outreach for construction bids.
BACKGROUNDMISCUSSION:
Phase II-B of the Yucaipa Boulevard ADA Improvements 2nd Street to 5th Street Project (Project) consists of constructing curb, gutter, sidewalk, ADA curb ramps, bike lanes, and associated street improvements between 3rd Street and 4th Street.
The construction of Phase I between 4th Street and 5th Street was completed in August of 2016, with the construction of Phase II -A between 2"d Street and Yd Street following in October of 2019. The overall completed project will join with the street improvements completed in 2011 as part of the Uptown Streetscape Project. By completing the Project, the pedestrian and street improvements on Yucaipa Boulevard will be completed from 5th Street, to just west of the Bryant Street intersection, which is in line with the City Council's goal to focus on the completion of current projects and facilities, as well as the goal to enhance pedestrian safety. The Project is consistent with the City's General Plan.
The Project was advertised for construction bids in September of 2023. On October 12, 2023, five (5) sealed bids were received and opened as follows:

The amounts of the bids received were significantly higher than the engineer's estimate due to the current high costs of construction associated with labor and material shortages, among other economic factors. Staff believes that re -advertising the Project at a later date, and conducting outreach to potential contractors will allow for more bidders to submit bid proposals, and therefore result in more competitive bids. Consequently, staff is recommending that the City Council reject all bids for the Project.
