SUBJECT: Acceptance of Contract Work — El Dorado/Five Winds Ranch Park Lake Grading — Project No. 11180
RECOMMENDATION:
That the City Council:
1) Accept the contract work completed by Three Peaks Corp. in the amount of $287,175.64 for the El Dorado/Five Winds Ranch Park Lake Grading — Project No. 11180; and 2) Authorize the recordation of the Notice of Completion for the Project; and 3) Accept the as -built plans for the Project.
BACKGROUND/DISCUSSION:
On August 14, 2016, the City Council approved the creation of the Five Winds Ranch Improvement Advisory Committee with representatives from the Trails and Open Space Committee, Youth Advisory Committee, Planning Commission, Economic Development Advisory Committee, and Parks and Recreation Commission.
On April 10, 2017, the City Council approved a contract with Architerra Inc., A California Corporation - Architerra Design Group (ADG), to provide professional services for the preparation of Landscape and Architectural Conceptual Plans, a Market Feasibility Study and Community Outreach for the Five Winds Ranch Park Project.
On June 11, 2018, the City Council reviewed the conceptual plan prepared for the Five Winds Ranch Park Project by ADG. The concept plan was developed based on input from the outreach efforts and from the Five Winds Ranch Improvement Advisory Committee. On June 8, 2020, the City Council reviewed and approved the revised concept plan for the Five Winds Ranch Park Project.
Over the last several years, staff has coordinated the completion of various site improvements at El Dorado/Five Winds Ranch Park, consistent with the approved conceptual plan. These improvements included site preparation for the 2020, 2021, and 2022 Make a Difference Day
events, landscaping/irrigation improvements, site grading for the amphitheatre, roadways, parking areas, and the application of roadway base material to the roadway sections. These phases of work were also completed in efforts for the re -opening of El Dorado Ranch Park and the 2022 Five Winds Ranch country music festival.
The overall development of the El Dorado/Five Winds Ranch Park facility is being completed in phases. Staff identified several remaining site improvements required in order to complete the next phase. As a result, staff prepared the engineering plans and construction bid documents for the El Dorado/Five Winds Ranch Park Lake Grading Project (Project). The Project included the precise grading and area improvements for the El Dorado Ranch pond and the Five Winds Ranch Park lake. The Project also included grading around the existing adobe structure, including removal of existing masonry wall, steel gates, steel fence and masonry columns, removal of asphalt and concrete debris and unnecessary aggregate base material.
On November 14'', 2022, the City Council awarded a contract to Three Peaks Corp. to complete the Project in the amount of $265,568. The City Council also approved the amount of $39,000 for construction contract contingency for a total construction contract budget in the amount of $304,568.
As part of the contract, additional work was completed within the approved construction contract contingency amount. Inspections performed by staff during the course of the work and upon completion of the work have assured all work was completed in accordance with the contract specifications for the Project.
FISCAL IMPACT:
There is no additional fiscal impact as a result of the proposed recommendations. The table below includes the approved budget and actual costs for the completed Project:

NOTICE OF COMPLETION
Pursuant to the provisions of Section 9204 of the Civil Code of the State of California, NOTICE IS HEREBY GIVEN that work on the certain project known as:
PROJECT NO. 11180
EL DORADO / FIVE WINDS RANCH PARK GRADING (PHASE 2)
for the City of Yucaipa was completed and accepted by the City of Yucaipa on the 13th day of November 2023.
The said work was performed by Three Peaks Corp. of Calimesa, CA in accordance with the terms of the written agreement dated the 14th day of November 2022.
