Agenda Item No. 4
CITY OF YUCAIPA
AGENDA REPORT
TO: Honorable Mayor and City Council
FROM: Fermin Preciado, Director of Development Services/City Engineer Landon Kern, Assistant City EngineerCi< r
Crystal Campbell, Associate Engineer CG
FOR: City Council Meeting of January 22, 2024
SUBJECT: Purchase Authorization - Traffic Signal Poles, Mast Arms and Hardware for the Oak Glen Road/Live Oak Canyon Road Widening Project, Colorado Street to Outer Hwy-10 South
RECOMMENDATIONS:
That the City Council approve and authorize the City Manager to execute a purchase order/contract with American Right Of Way, Inc. of Walnut, CA in the amount of $62,849.50 (including tax) for the purchase of traffic signal poles, mast arms and hardware for the installation of a traffic signal at the intersection of Oak Glen Road and Colorado Street, as a part of the Oak Glen Road/Live Oak Canyon Road Widening Project, Colorado Street to Outer Hwy-10 South Project.
BACKGROUNDMISCUSSION:
The FY 2023/2024 Capital Improvement Program (CIP) includes the Oak Glen Road/Live Oak Canyon Road Widening Project, Colorado Street to Outer Hwy-10 South Project (Project). This Project is being completed in Phases, with Phase 1 and 2 completed in 2019 and 2023, respectively.
In a new traffic signal project, the item with the longest lead-time is the fabrication and delivery of traffic signal poles, which typically takes 60 to 80 days, or longer if custom poles are ordered. With the current economic conditions related to labor and material shortages, the delivery time for traffic signal poles and related cabinets and equipment is being quoted as 120 to 140 days or even longer.
Regardless, this lead-time usually causes a significant delay in the construction and installation of new traffic signals after the construction contract is awarded to a contractor. In order to streamline the construction process, staff is proposing to purchase the traffic signal poles, mast arms and hardware in advance and have them delivered and readily available for the contractor to install after City Council has awarded the construction contract. In addition, by purchasing directly and not incurring the administration/processing fee usually passed along by the contractor to the City, the City may experience an overall cost savings for the project as the contractor cannot "mark" up the cost.
The proposed traffic signal poles, mast arms and hardware will be used to complete Phase 3 of the Project. Phase 3 includes the signalization of the intersection at Oak Glen Road and Colorado Street.
The executed Development Agreement for the hotel and fueling station project being developed at the corner of Oak Glen Road and Colorado Street requires that the City construct the traffic signal at this intersection.
Cost proposals and delivery lead times were requested from vendors who provide traffic signal poles, mast arms and hardware. The following proposals were received from two (2) vendors:
Vendor
Equipment Type
Estimated
Lead-time
Proposal
Amount
American Right Of Way, Inc.
Poles, Mast Arms, Hardware
98 Days
$62,849.50
JTB Supply Company
Poles, Mast Arms, Hardware
154-168 Days
$99,027.64
Staff has reviewed the cost proposals and determined that they meet the requirements of the traffic signal construction contract plans and specifications. Consequently, staff recommends approval of the purchase from American Right Of Way, Inc. in the amount of $62,849.50 for the purchase of the required traffic signal poles, mast arms and hardware to complete the installation of the new traffic signal.
FISCAL IMPACT:
The FY2023/2024 approved Capital budget includes the $62,849.50 in the recommended actions.
No further fiscal impact is noted.
