Wine Country Evacuation Routes.
Wine Country Environmental Analysis states, in part:
"...Government Code Section 65302 requires the safety element of a general plan to address evacuation routes. The CAL FIRE Safety Element checklist also requires cities to address evacuation routes...."
Gov. Code 65302(g) (5): further states in part, that housing elements on or after January 1, 2020, be updated as necessary to "identify residential developments in any hazard area identified in the safety element that do not have at least two emergency evacuation routes." Wine Country only has one, and this has not been addressed.
Wine Country, according to the 2016 EIR is in a "Very High Fire Hazard" area.
The 2016 EIR designates evacuation streets as Bryant, Oak Glen Road, and Yucaipa. For Wine Country, you will need to access Oak Glen Road, which is one way each direction, or small non -evacuation streets, to connect Wine Country residents to Bryant, and ultimately Yucaipa Boulevard and Highway 38. This will not be practical nor possible with the people already living in those areas evacuating also. These routes will not be able accommodate your potential 2,382 or more vehicles/residents (629 Villas, 562 Estates = 1191 homes with minimum two vehicles and two people per home); all trying to get down Oak Glen Road, to get to Bryant, and then to the other exit routes. Going to Oak Glen shops during Apple Festival can be frustrating and a lot of traffic stoppages on Oak Glen Road; an emergency evacuation with so many more vehicles will be a nightmare.
You state in your Supplemental EIR that evacuation streets Bryant and Oak Glen Road are located adjacent to the wine country area, but you don't address the issues of HOW residents will be able to evacuate with only one evacuation road (and small non -evacuation roads) before they reach another evacuation road.
There are no maps showing your proposed evacuation routes in your Supplemental EIR and how those routes will be able to safely accommodate at least, another 2400 vehicles. One evacuation route is not sufficient for what you want to build. People will die if this is not addressed and resolved.
Also, your cited "CAL FIRE Safety Element checklist" was not attached to your proposal. Please provide a copy of that so that it may be reviewed.
A more reasonable solution would be to have a few buildings/residences that are associated with making wine, and the vineyards be the predominate land use, like I've seen in other cities. This would be in line with our current evacuation routes and the ability to be able to evacuate people.
Estates and villas should not be the majority land usage for "Wine Country" it should be vineyards.
