BACKG ROUND/DISCUSSION :

The Avenue E Intersections, Street and Sidewalk Improvements Project, Bryant Street to 5th Street, is being constructed in phases. The most recent phase of improvements was completed in 2020 and included the roundabout improvements at 2nd Street and 3'd Street at Avenue E and included drainage and storm drain improvements along Avenue E between 2nd Street and 3rd Street.

On September 14, 2020, the City Council conducted a study session to review and consider the proposed landscaping for the roundabouts at the intersections of Avenue E with 2nd Street and 3rd Street. Based on input provided by the City Council during the study session, staff worked with the City's contract landscape architect to develop the plans and specifications for the landscape features within the roundabouts and streetlight poles similar to those in Historic Uptown Yucaipa. The

landscaping incorporates hardscape features such as crushed stone, boulders, and rock of varying sizelcolor in the center median areas of the roundabouts and the pedestrian islands at each leg of the intersections. The landscape components include street lighting at the 2nd Street and 3rd Street roundabout intersections to improve safety.

On June 27,2022, the City Council awarded a construction contract to Three Peaks Corporation of Calimesa, CA in the amount of $208,948 and the amount of $21,000 for contract contingency for a total construction contract budget of $229,948 for the installation of hardscape features such as crushed stone, boulders, and rock of varying sizelcolor in the center median areas of the roundabouts (Phase I Hardscape). The contract also included the installation of intersection street lighting at both the 2nd Street and 3rd Street intersections.

Upon completion of the Phase I Hardscape work, staff prepared the plans, specifications, and bid documents for the Project. The scope of work included the installation of a hardscape in the parkway and pedestrian islands that will match the existing boulders, cobble, and decomposed granite.

This Project was advertised for bids on December 11,2023. On January 25,2024, one (l) sealed bid was received and opened as follows:

Contractor Bid Amount
Three Peaks Corporation $89,217
Engineers Estimate $84,000
Three Peaks Corporation (Three Peaks) of Calimes4 CA, is the apparent responsive low bidder. Staff has reviewed the bid documents and determined that the documents meet the requirements of the construction contract specifications. Three Peaks has performed similar work for the City of Yucaipa (including the Phase I Hardscape), and their work has been deemed satisfactory. As a result, staff recommends that the City Council award and authorizethe City Manager to execute a contract for the Project to Three Peaks in the amount of $89,217.

The completion of the 2nd and 3'd Streets and Avenue E Roundabouts project is a significant milestone for the City and an important step towards achieving the City Council's Goals for 2024.

FISCAL IMPACT:

The estimated cost of this Project in the amount of $102,717 is included in the adopted FY2023-24 Capital Improvement Program. No further fiscal impact is anticipated.
