BACKGROUND/DISCUSSION :
In support of the City's Freeway Corridor Specific Plan that was first adopted by the City in 2008, the City Council on May 27,2020, entered into the following contract and agreements associated with the preparation of the Project PA/ED:
o Awarded a contract to HDR Engineering, Inc, in the amount of $3,040,217 for professional
engineering services for the preparation of the PA/ED; and approved $75,000 for contract contingency and $250,000 for staff time, contract administration and project coordination for a total cost of $3,3 65 ,217 .
o Approved Project Funding Agreement 20-1002294 with SBCTA for the Project PA/ED which includes $625,000 funding participation for SBCTA's share of work associated with the PA/ED phase.
a Approved Cooperative Agreement No. 08-1719 with Caltrans for the Interstate l0 at Wildwood Canyon Road Interchange Project Report/ PA/ED; Plans, Specifications and Estimates (PS&E); and Right of Way (ROW).
The proposed interchange will provide additional freeway access to the Freeway Corridor Specific Plan area as well as providing operational benefits to the mainline freeway by improving travel times and decreasing corridor delays. The PA/ED phase further analyzes the recommendations provided in the Project Study Report (PSR) which was completed in October 2021 and identified the following interchange alternatives for further consideration:
o Alternative I - No Build (no improvements)
o Alternative2 - Diamond Interchange Overcrossing with a perpendicular bridge crossing o Alternative 3 - Diamond Interchange Overcrossing with a skewed bridge crossing o Altemative 4 - Diverging Diamond Interchange (DDI) Overcrossing Schematic drawings of the build alternatives Q,tro's 3.A.,38 and 4) are attached for reference, and will be discussed in more detail during the presentation of this item to the City Council. The current Scope of Work provided by HDR to complete the PA/ED include the preparation of numerous engineering analysis and studies, traffic modeling studies, drainage analyses, and environmental review studies. A Draft Environmental Document, which is anticipated to be completed in late Summer of 2024, will be distributed to agencies and the public for review and comment. After circulation of the Draft Environmental Document a Draft Final Project Report will be prepared which recommends the Preferred Alternative and will include consideration of public and agency comments obtained during the public meeting and environmental review period. It is anticipated that the Final Project Report will be completed by the end of 2025.
HDR Contract Amendment
One of the initial studies required by Caltrans for the PA/ED was the Value Analysis (VA) study.
The VA study was a 5-day session conducted by a team of independent experts to ascertain the effectiveness of the alternatives with regards to costs, time of delivery, and other benefits. The VA study was conducted in late July of 2022, and several recommendations from the study were incorporated into the PA/ED. One of the recommendations was the addition of a bridge structure for the proposed I-10 eastbound on-ramp for all three build alternatives. The additional bridge structure requires two bridge studies to be included in the preliminary design, an Advanced Planning Study (APS) Report and a Structures Preliminary Geotechnical Design Report (SPGR).
The APS serves as a basis for a preliminary bridge structure design and bridge cost, and the SPGR
is required to define a conceptual foundation for the bridge configuration and preliminary ground conditions.
Following approval of the contract with HDR, two additional studies are now required by Caltrans for PA/ED, and are not included in HDR scope of work. A Highway Safety Manual (HSM) Analysis Report is now required, and will evaluate the predicted safety of the existing freeway segment as compared to the condition with the proposed interchange on Interstate 10. A GroMh Study is also required to document the influences of the interchange on the local land use and access along the I-10 corridor. The Growth Study will be a companion study to the Community Impact Assessment (CIA).
SBCTA Amendment
The Project is being partially funded by SBCTA's Valley Freeway Interchange Phasing Program (Program). The Program facilitates the partial, or phased, construction of freeway interchanges to address immediate needs. SBCTA provided $250,000 for the PSR and is currently providing $625,000 for the PA/ED. The Program will fund up to 50o/o of eligible costs for all phases of work through construction, with a maximum total $10 million for the Project. Because of limited participation in the Program by other cities, SBCTA staff is recommending transferring an additional S625,000 from future phases of the Project to the current PA/ED phase, bringing the total Program funding for the Project PA/ED to $1,250,000. The SBCTA Metro Valley Committee will consider this Amendment at their March, 2024, Committee meeting and, if approved, forward it to the SBCTA Board for their consideration at the April, 2024 Board meeting.
With the recommended transfer of allocated funding from Contract Administration to Contract Contingency, the additional scope of services for HDR to complete the required added work tasks will be funded with no increase in the approved total Project cost. Staff regularly monitors Contract Administration hours and is confident that the adjusted funding amount will be sufficient to provide the necessary staff time over the remaining course of the PAIED contract.
With the recommended amendment to the FY 202312024 CIP,the SBCTA frrnding amount would be increased to $1,500,000. This represents the $250,000 that has been previously reimbursed through the PSR phase, leaving an updated $1,250,000 that would be eligible for reimbursements through the PA/ED phase of the Project.
The Planning Cost Estimates provided in the approved./executed PSR for the build alternatives range from $108,000,000 (3A Diamond Interchange) to $129,000,000 (Diverging Diamond Interchange Alternative). These costs include estimated engineering/environmental costs for the PA/ED phase, estimated construction costs for all phases, estimated right of way costs, and estimated costs for engineering/construction support. As with prior large scale projects within Caltrans right of way, grant applications are typically more competitive once they have completed the PA/ED phase and through the final engineering phase which is the Plans, Specifications and Estimates (PS&E) phase. Staff will continue to pursue available grant opportunities, and will return to Council with recommendations for funding the upcoming phases of the project including PS&E, and Construction Phases.

TASK 2.7 STRUCTURE ADVANCE PLANNING STUDY (APS)
(Additional Deliverable Resulting from Value Analysis Study Recommendation) The CONSULTANT will prepare an additional APS for the proposed Eastbound On-Ramp which was recommended to evaluated on an elevated structure after the Value Analysis (VA) Study to avoid/limit impacts to Wildwood Creek immediately south of the existing Wildwood SRRA. Available geotechnical information from previously completed work on l-10 at adjacent interchanges will be used as reference along with the additional SPGR developed for PA&ED.
The added APS deliverable will present the most conservative structure type and cost considering the existing constraints and project requirements. The APS will investigate and determine the preliminary structure length, width and type, structure depth, railing types, including temporary rails, types of footing supports, falsework, vertical and horizontal clearances, avoiding Wildwood Creek, determination of necessary approach slabs, and construction requirements. The APS will consist of a general plan showing the basic bridge plan, elevation, profile, typical section and estimated cost summary in accordance with guidelines set forth in Caltrans Memo to Designers 1-8 and Caltrans Office of Special Funded Projects (OSFP) lnformation and Procedures Guide 3-2. The APS will include a summary denoting the critical assumptions of the design to avoid Wildwood Creek as recommended in the VA Study.
DELIVERABLES:
Advance Planning Study w/3 Structure Alternatives (1 additional report for Build Altemative 2 / 3 / 4 for the l-10 Wildwood Canyon Road EB On-Ramp Bridge)(electronic PDF) TASK 2.17 STRUCTURES PRELIMINARY GEOTECHNICAL REPORT
(Additional Deliverable Resulting from VA Study Recommendation) CONSULTANT will provide a Structure Preliminary Geotechnical Report (SPGR) as part of the l-10 Wildwood Canyon Road lnterchange PA&ED for the added APS related to the EB On-Ramp. A draft SPGR will be provided for review and a final SPGR will be submitted after concurrence of comments. The SPGR will follow the requirements set forth in Section 2.0 of Caltrans' "Foundation Reports for Bridges.' The geotechnical scope will include a site reconnaissance to assess the existing conditions at the site and accessibility of drilling equipment, reviewing available geotechnical and geologic information including reports, published geologic maps, and seismic hazard maps, reviewing as-built plans of the existing structures, reviewing preliminary structure improvements plans, and assessing the foundation altematives for the proposed structures.
The report will summarize our findings from the review of available geologic information and include discussion on site geology and subsurface conditions, site seismicity, and geologic hazards, including seismic shaking, surface fault rupture, liquefaction, lateral spreading, seismic settlement, landsliding, flood, land subsidence, and expansion/collapse potential. Additionally, groundwater will be evaluated based on available data from existing Log of Test Borings (LOTBS) and online sources including the California Department of Water Resources. Preliminary a
seismic information and recommendations will be provided in the report. The Caltrans'ARS online tool will be used to develop preliminary deterministic and probabilistic ARS curves based on shear wave velocities calculated using existing subsur{ace data. The report will also include preliminary foundation recommendations and construction considerations for proposed structures, as well as recommendations on the field exploration program.
One additional Draft & Final Structure Preliminary Geotechnical Report: l-10 Wildwood Canyon Road EB On-Ramp (electronic PDF)
ASSUMPTIONS
It is assumed that information used in the previously approved APS Reports will be used for initial analysis for this added SPGR.
TASK 2.19 HIGHWAY SAFETY MANUAL ANALYSIS REPORT
(New Scope Added by Caltrans Policy)
Caltrans informed the PA&ED Team the HSM Analysis using ISATe per the Caltrans Guidance dated April 4,2022 is required despite this policy was released after initiation of PA&ED Services. This added scope will require the predictive collision analysis be accomplished for each alternative along the mainline and ramps. The No-Build Alternative (Alt 1) condition will serve as the control for the existing conditions. Each Build Alternative (Alt 2/3/4) will be analyzed as a quantitative comparison to predict the relative performance of the freeway lanes and ramp system because of the new connection of the Wildwood Canyon Road lnterchange on lnterstate 10 in Yucaipa.
HSM Analysis will be performed on l-10 from west of Live Oak Canyon lC to east of County Line Road lC which will establish the existing predictive collision case or control situation. For comparison purposes, the same analysis limits will be evaluated for the newly added interchange ramps and auxiliary lanes. Local roadway analysis will not be performed for Wildwood Canyon Road beyond the ramp terminal intersections, Calimesa Boulevard or Avenue F since the local roadways are not distinguishing or unique features that change in the build alternative configurations.
The DDI will be compared to the diamond interchange configurations using a crash modification factor. This will compare predictive performance since all build alternatives have identical traffic volumes and the DDl, by design, eliminates specific conflict points which allows for a performance factor to be directly applied.
