Fiscal Year 2024-25 Budget Preparation

That the City Council receive an update on the budget preparation fbr Fiscal Year 2024-25 DISCUSSION:
Last year at about this time, City staff was beginning the preparation of the Fiscal Year 2023-24 (FY24) Budget. That process included improvements to the City's budget process. The City's new Financial Enterprise Resource Planning (ERP) software was used for the first time to facilitate city-wide collaboration - including data collection, consolidation, and review - and was a key instrument in delivering a more understandable and simple budget document.
This year, City staff have already begun preparation for the Fiscal Year 2024-25 (FY25) Budget and are implementing additional improvements to further the clarity and usefulness of the document. The goal is to produce a final budget document that is yet more transparent, understandable, accessible, and satisfies the criteria defined by municipal finance associations for achieving excellence in budget presentation.
New Fund Structure
The FY25 Budget will reflect a new fund structure. A new Public Safety Fund will be used and include all public safety budgets of the City in one fund: Police, Fire, Paramedic and related administrative costs. This new fund is a consolidation of the current Fire Fund, the Paramedic Fund, and a portion of the General Fund that is Police Services and public safety administrative costs.
Additionally, the City is simplifying its capital reporting structure. The ten capital projects funds that are currently reported will be replaced with one fbr financial reporting. As part of that consolidation, we have revisited the use of fund types and determined that certain funds should be reported as special revenue funds rather than capital projects funds. balances that are delaying the execution of our fiscal plan will be written down as appropriate allowing the resulting accounting funds a "fiesh start" going fbrward.
See Attachment I for a presentation of the balance sheets of these funds as reported for the year ending June 30, 2023, compared to a proforma balance sheet using the same data, only presented under the new fund structure with written-down interfund balances.
New Budget Docllnrent Presentation
Staff plans to roll out a new digital budget book with the FY25 Budget. The book will be website- based, interactive and easily accessible to any reader. The goal is to provide enhanced readability, understandability, and accessibility of the City's budget.

- Tuesday, February 6tl'- City staff department budget request entry begins - Thursday, March 14th - City staff department budget request entry ends - Monday, April l5th through Thursday April lSth - Council Budget Workshop & Community Meeting (anticipated this week)
- Monday, May l3th - FY25 Draft Budget to Council
- Monday, June lOth - FY25 Final Budget to Council
