AGENDA REPORT
Honorable Mayor and City Council
Trevor Benson, Public Safety Manager
City Council Meeting of March 11,2024
2022Homeland Security Grant Acceptance - Police & Fire Department
RECOMMENDATION
That the City Council accept the 2022 Homeland Security Grant award and approve an amendment to the Fiscal Year 2023-24 budget for the 2022 Department of Homeland Security Grant, with an increase in the revenue and expenditure budgets in the amount of $17,994 for the Police Department and $15,675 for the Fire Department.
DISCUSSION
The 2022 Homeland Security Grant (HSG) was awarded to the County of San Bemardino for distribution to Fire and Police Departments within the County. Awarded dollar amounts are based primarily on population served. The Yucaipa Police Department (YPD) was awarded the amount of $17,994 and the Yucaipa Fire Department (YFD) was awarded $15,675.
The YPD has a responsibility to protect and serve its citizens at street festivals, fairs, and community events and the City of Yucaipa holds several of these events throughout the year. These events generate revenue for the city and improve the quality of life for the community. The planned purchase of electric specialty bikes would allow YPD deputies to patrol large events while reducing response times to possible incidents and deter terrorism and crime through highly mobile and visible presence.
The YFD's ballistic personnel protective equipment (Body Armor) is currently six years old and past its warranty and acceptable five-year service life. This planned purchase would bring YFD's Body Armor supply back into department policy and acceptable industry standard. YFD personnel are trained in tactical emergency care and have a policy to respond to calls for violence, terrorism, and active shooters. YFD personnel respond concurrent with law enforcement offrcers performing force protection (rescue task force) while law enforcement is actively addressing the threat. This helps save lives and reduce injuries as opposed to historical staging of fire apparatus until the scene is "safe." In- service body armor is a requirement tbr YFD to respond to these incident types per CAL FIRE policy and is consistent with industry standards.
F'ISCAL IMPACT
The recommendation increases budgeted revenus and expenditures in the YPD budget by $17,994 and the YFD budget by $15,674.
