7 In 2023, the City's annual procurement requirement to comply with the mandates of SB 1383 was 750 tons of compost/mulch. In 2024, the procurement requirement more than doubled from 750 tons to 1,678 tons of compost/mulch.
To assist with the distribution of compost/mulch at City sports fields, parks, medians, and other applicable areas within the City, staff is recommending the purchase of two (2) additional tractors. In addition, staff is recommending the purchase of two (2) digital message boards to assist with the education and promotion of City compost/mulch giveaway events.
Consistent with the City's Purchasing Policy and Procedures, the City Manager has reviewed and approved the specific justification for the proposed sole source purchase.
FISCAL IMPACT:
No net fiscal impact. If approved the expense and revenue budgets in the FY24 Annual Budget will increase by $147,896.
