8 The pricing agreements with ClearGov, Inc. are "evergreen" in that they automatically renew each year based on the agreed -upon escalators. The City has the option to cancel at the end of any annual term after providing notice 60 days prior to the end of the period.
Given the uniqueness of the product and its compatibility and integration with the existing products already purchased from C1earGov, City staff is requesting the City Council dispense with competitive bid procedures as per Section 2.24.060.A of the Code as it would be "impracticable, useless and uneconomical" to follow such procedures.
FISCAL IMPACT
The contract with C1earGov, Inc. includes initial one-time set-up fees and ongoing annual subscriptions. The anticipated total annual cost for all previously procured modules (Digital Budget Book, Capital Budgeting, and Transparency) as well as C1earPlans is as follows:
