Jo Sutt application (coat.)
Educational Background:
I graduated from Yucaipa High School in 1967. While parenting my own children, I acquired about 50 units of college credits from various institutions. My studies were specialized in the field of early childhood education, human development, communication, several different sign language systems, Deaf culture and interpreting. My higher education studies applied to developing and improving skills necessary for my job with The San Bernardino County Superintendent of Schools. About half of my 33 years with county schools were spent instructing, assisting and facilitating communication between hearing impaired, deaf or otherwise communicatively challenged students and hearing staff and students. l have no degrees and am neither credentialed nor certificated.
Why am I interested in this position?
I am interested in this position because, as a mobile home resident, issues regarding mobile home residency law and rent control could directly and personally impact me. Changes are happening in Yucaipa's mobile home community already and I believe more are coming. I am hopeful that this committee will have the potential to increase understanding and ease some of the divisiveness, fear and conflict that could accompany those changes. I want to be a participant in such discussions.
Three major assets that l believe would qualify me for selection to this committee:
1. My multiple experiences that would make it possible for me to view mobile home issues from a variety of perspectives. (please refer to the segment on the, length of my residence in Yucaipa).
2. My years of involvement in YMRA (Yucaipa Mobile home Residents' Association) and as a representative of my park, Wildwood Canyon Mobile Home Estates, to the city, both of which have given me some degree of familiarity with issues that may
arise and an awareness of the complexity of Mobile Home Residency Laws, city codes, etc. that may apply.
My interest and commitment to gathering and sharing information, ideas and concerns.
Length of time I have resided in Yucaipa:
My family moved to Yucaipa in 1950 when I was 2 years old. As an adult, I also lived in the bay area and in Mountain Home Village, but I have lived here most of my life and have always considered Yucaipa my home town.
I have owned my mobile home for 35 years and I have lived here, first as a working single parent and now as a retired senior citizen. 1 have experienced several managers, some good, some virtual nightmares! I also own rental property and have first hand knowledge about the rights and responsibilities of being a landlord. I have had some good renters and some terrible renters. I have been fortunate enough to live with some financial stability and I have lived in abject poverty. I believe all of those experiences have left me with the ability to understand and identify with a wide variety of people and situations.

2 Yucaipa City Mobile Home Park Committee
As a 15 year resident of Northview Mobile Estates, I believe communication between mobile home residents and mobile park owners is crucial. It is imperative that open dialog between both residents and part owners continue in a positive way, in light of so many Yucaipa Mobile park purchases in recent years. Miscommunication, rumors and lack of complete information creates unease and distrust on both sides. An us against them mentality has never solved anything. Better communication and a thorough understanding of each concern is achieved by listening to both sides of any issue before forming an opinion. I'm hopeful that both the mobile home resident committee members and owners will amicably work together and reach a consensus of any issue faced by either party.
Though the mobile home commission may not have any power itself to create, implement or change current city codes, rules or regulations, I'm hopeful that this commission will be able to communicate fair and balanced ideas and suggestions to the City Council, mobile park residents and all the residents of Yucaipa. And it is my greatest hope that the City Council will earnestly consider the contributions of the commission since Yucaipa has a great number of Mobile home parks and residents.
I have been employed by Burgess Moving & Storage, a North American Van Lines agent for 10 years as a sales representative and move consultant, and have lived in the Yucaipa and Calimesa area for over 19 years. I served as one of three Northview resident representatives negotiating space rent increases with Peter Wang in 2018 after he purchased Northview. I am active in the community and very much interested in being part of the Yucaipa Mobile Home Commission.

Why are you interested in this position?
I have been involved in the management of Valley Breeze MHP for 39 plus years. I have seen the demographics of the Yucaipa MHP community change drastically over the years.
Changing from older retired couples to a mix of younger "still working" adults.
I would like to see more support from the city in helping some of the Iess fortunate tenants "low income", maintain there coaches and homesites.
i feel that the city has finally begun to address some of the issues that the "Park Owners" face, But more needs to be done to make the "Ordinance" fair for both parties. will try to maintain "Senior Parks" for "Senior Tenants"
