FOR: City Council Meeting of May 13, 2024
SUBJECT: Contract Amendment No. 1 — On -Call Code Enforcement/Property Abatement Contract Services for FY25
RECOMMENDATION:
That the City Council:
1. Authorize the City Manager to execute Contract Amendment No. 1 with Servpro of Chino, California, increasing the amount of their contract by $30,000 for a revised not -to -exceed amount of $70,000 per year for On -Call Code Enforcement/Property Abatement Contract Services for FY25; and
2. Authorize the City Manager to execute Contract Amendment No. 1 with HCI Environmental and Engineering Services of Corona, California, increasing the amount of their contract by $50,000 for a revised not -to -exceed amount of $70,000 per year for On - Call Code Enforcement/Property Abatement Contract Services for FY25.
DISCUSSION:
On November 23, 2023, the City Council awarded contracts for On -Call Code Enforcement/Property Abatement Contract Services (Program) to Servpro ($40,000/annually), HCI Environmental and Engineering Services (HCI) ($20,000/annually), and CPAC ($20,000/annually) for emergency Code Enforcement and property abatement work that the City is not able to perform (services include but are not limited to clean-up of yards/lots, removal of graffiti, and securing of structures). These services help address blight and improve public safety throughout the City. The contracts are for two (2) years (FY24 and FY25) with an option for one (1) three-year extension.
With the increase in labor/material costs and the increased need for abatement services, staff recommends that the City Council approve and authorize the City Manager to execute Contract Amendment No. 1 with Servpro and HCI to increase the respective contracts to $70,000 for FY25.
The City will incur the Property Abatement Contract expenses as the services are provided and will pursue cost recovery by attaching a lien to the property where the work is being completed.
FISCAL IMPACT:
The costs associated with recommendations 1 and 2 are included in the FY25 Proposed Budget.
