SUBJECT: Award of Contracts — FY23/24 Pavement Rehabilitation Program and Patching Program — Project No. 11219, and FY23/24 Microsurface Program and Crack Seal Program — Project No. 11221
RECOMMENDATION:
That the City Council:
1) Authorize the City Manager to execute a contract, and the City Manager or his designee administer the terms of the contract to the lowest responsive bidder, Matich Corporation of Highland, CA, in the amount of $1,728,769 for the FY23/24 Pavement Rehabilitation Program and Patching Program — Project No. 11219; and 2) Approve the amounts of $170,000 for construction contract contingency and $50,000 for construction contract administration, staff time, and inspection, for a total construction budget in the amount of $1,948,769; and
3) Authorize the City Manager to execute a contract, and the City Manager or his designee administer the terms of the contract to the lowest responsive bidder, Pavement Coatings Company of Jurupa Valley, CA, in the amount of $209,771 for the FY23/24 Microsurface Program and Crack Seal Program — Project No. 11221; and 4) Approve the amounts of $20,000 for construction contract contingency and $10,000 for construction contract administration, staff time, and inspection, for a total construction budget in the amount of $239,771; and
5) Approve a budgeted transfer from the Measure I Local Fund into the Street Maintenance Fund (PMP Fund) in the amount of $626,000; and 6) Authorize an increase to the FY23/24 Pavement Management Program (PMP) expenditure budget in the amount of $626,000; and
7) Authorize the City Manager or his designee to administer the distribution of the contract contingencies; and
8) Approve the plans and specifications prepared for these two projects (11219 & 11221).
BACKGROUND/DISCUSSION:
On March 13, 2023, City Council approved the FY23/24 Pavement Management Program (PMP).
Included as a part of the PMP is the FY23/24 Pavement Rehabilitation Program (Rehabilitation), FY23/24 Patching Program (Patching), FY23/24 Microsurface Program (Microsurface) and the FY3/24 Crack Seal Program (Crack Seal).
Rehabilitation includes grinding of existing asphalt and repaving with new asphalt. Microsurface includes application of a thin layer of an asphalt mixture that provides a new roadway surface over the entire street to seal and protect the asphalt structure.
Crack Seal and Patching processes must be completed first in preparation for the microsurfacing and rehabilitation.
The programs are being initiated in order to repair, repave and extend the service life of various asphalt streets as a part of the City's PMP and to meet one of the recently adopted City Council goals.
Staff publicly advertised the FY23/24 Rehabilitation Program and Patching Program for construction bids and on June 11, 2024, four (4) bids were received from contractors as follows:

On the basis of sealed competitive bids, received after publicly advertising the programs, Matich Corporation of Highland, CA, is the apparent lowest responsible bidder. Staff has reviewed the bid documents and determined that the documents meet the requirements of the contract specifications.
Matich Corporation has completed several similar projects for the City in the past and their work has been deemed satisfactory. Consequently, staff recommends the award of the contract to Matich Corporation in the amount of $1,728,769.
Staff publicly advertised the FY23/24 Microsurface Program and Crack Seal Program for construction bids and on June 11, 2024, four (4) bids were received from contractors as follows:

Consequently, staff recommends the award of the contract to Pavement Coating Company in the amount of $209,771.
FISCAL IMPACT:
The fiscal impact of the recommendations is an additional $626,000 expenditure from restricted Measure I funding.
