Agenda Item No.

CITY OF YUCAIPA

AGENDA REPORT
TO: _ Honorable Mayor and City Council
FROM: Phil White, Director of Finance
Cortney McRae, Human Resources Manager
FOR: City Council Meeting of June 24, 2024
SUBJECT: Fiscal Year 2024-2025 Salary Schedules
RECOMMENDATION:

That the City Council:

1. Adopt Resolution No. 2024-27, adopting the General Unit Salary, Benefit, and Classification Plan; and

2. Adopt Resolution No. 2024-28, adopting the Management, Supervisory, and Confidential Employee Benefit and Classification Plan.

BACKGROUND / DISCUSSION:

At the June 10, 2024 City Council meeting, City Council adopted the Fiscal Year 2024-2025 Operating Budget. Included in this budget were salary and benefit costs based on the new Salary Schedules presented here. These Salary Schedules include the changes listed below.

Labor Negotiations:

The City is entering the second year of a two-year agreement, which will expire June 30, 2025, with both the General Employees Unit and the Management, Supervisory, and Confidential (MSC) employees. Both agreements include a 4.4% Cost -of -Living Adjustment (COLA) effective with the first full pay period of July 2024. The new salary schedules with this -COLA are memorialized -through Resolution No. 2024-27 for the General Employees Unit and Resolution No. 2024-28 for the MSC employees.

Assembly Bill 1484
On October 10, 2023, Governor Newsom approved Assembly -Bill 1484 (ABI484) which states that temporary employees who "perform the same or similar type of work that is being performed by permanent employees represented by a recognized employee organization" are entitled to be included in any MOUs as a separate addendum for "bargained for terms and conditions of employment for temporary workers."

Of the City's temporary, part-time employees, the only classification that would fit the criteria is our temporary, part-time maintenance workers as this classification essentially performs the same duties as the full-time maintenance workers, simply with more supervision.

The City's solution to this is to eliminate the part-time maintenance worker classification by reallocating some of the positions to a new regular, full-time classification of Assistant Maintenance Worker. Historically, between four and seven temporary, part-time maintenance workers have been employed at any given time. Moving forward, those part-time positions would be eliminated, and three full-time Assistant Maintenance Worker positions would be created and added to the Salary Schedule — two fully allocated to Streets, and thus fully funded by Gas Tax, and one with a 50/50 allocation between Parks and Streets, thus 50% funded by Gas Tax. By adding 2.5 new positions to street maintenance, we are not only abiding by the State's mandate, but also working towards City Council's goal of improving road maintenance. The financial result of the elimination of the four to seven part-time positions and creation of three full-time positions is cost neutral. With Gas Tax funding the newly created positions, there is a slight net savings to the General Fund.

El Dorado / Five Winds Ranch
The scope of the City's landscape contract includes work at El Dorado Park. The work was added to the contract in the 3rd quarter of FY24. During FY25 budget preparation, it was identified that the fully burdened cost of an Assistant Maintenance Worker is less than the cost of the increased scope of the landscape contract. Accordingly, this will result in a net savings to the City. The position will have the primary responsibility of landscape maintenance at El Dorado and additionally provide staff coverage to the park and campground. The position is being proposed as a solution to provide additional benefit at a lower cost to the City.

Adjusted Positions
In the Finance Department, the role of Accounting Manager was recently vacated. Staff is using this opportunity to restructure the position to a flexible position of Accounting Supervisor / Manager, similar to other flexible positions within the City such as Assistant / Associate Engineer or Planner.

Doing so provides the opportunity to fill the position at a supervisory level with the potential for the position to shift back into a management role if and when deemed necessary.

In the Community Services Department, one Community Services Coordinator position was recently vacated. Staff has decided not to fill this position at this time, thus eliminating one Community Services Coordinator position.

The Community Services Department also has a Community Services Specialist position that has yet to be filled. Staff has decided not to fill this position at this time, thus eliminating one Community Services Specialist position.

Frozen Positions
The FY25 budget includes the following five vacant and unfunded positions: (1) Director of Community Development, (1) Code Enforcement Supervisor, (1) Systems Analyst, (1) Network Support Specialist, and (1) Public Works / Park Ranger.

Summary
Below is a summary of all the changes presented on the Salary Schedules:

1. COLA increase of 4.4%;

2. Created four Assistant Maintenance Worker positions, Salary Range 1 ($40,692 - $50,819);

3. Reallocated the position of Accounting Manager, Salary Range 43 ($118,738 - $148,287) to Accounting Supervisor / Manager, Salary Ranges 36 / 43 ($99,890 - $124,749 / $118,738 - $148,287);

4. Eliminated one Community Services Coordinator position, Salary Range 20 ($65,053 - $81,242);

5. Eliminated one Community Services Specialist position, Salary Range 10 ($50,819 - $63,466); and

6. Reallocated the position of Management Analyst (Confidential), Salary Range 33 ($92,758 - $115,842) to Senior Management Analyst (Confidential), Salary Range 41 ($113,016 - $141,142).

FISCAL IMPACT:

Costs associated with the recommendations have been incorporated in the FY25 budget adopted by the City Council on June 10, 2024. No further fiscal impact is anticipated.
