AGENDA REPORT
TO: Honorable Mayor and City Council
FROM: Benjamin Matlock, Deputy Director of Community Develo ent/ City Plannerf' Ryan Miller, Housing and Economic Development Analyst
FOR: City Council Meeting of August 12, 2024
SUBJECT: Renewal of the Memorandum of Understanding (MOU) with University Enterprises Corporation (UEC) at California State University, San Bernardino (CSUSB) for itself and on behalf of the Inland Empire Small Business Development Center (IESBDC) for Small Business Support, Resources, and Consulting Services RECOMMENDATION:

That the City Council:

1. Authorize the City Manager to renew a Memorandum of Understanding (MOU) with the University Enterprises Corporation (UEC) at California State University, San Bernardino (CSUSB) for itself and on behalf of the Inland Empire Small Business Development Center (IESBDC) to provide small business support, resources, and consulting services; and

2. Approve the payment in the amount of $17,000 to IESBDC in accordance with the MOU; and

3. Approve the use of City Hall (Community Meeting Room) for nine (9) workshop/webinars.

BACKGROUND/DISCUSSION:

On November 9, 2020, the City Council approved a Memorandum of Understanding (MOU) with the University Enterprises Corporation (UEC) at California State University, San Bernardino (CSUSB) on behalf of the Inland Empire Small Business Development Center (IESBDC) to provide small-business consulting and support services for the City's Incubator Program and the Yucaipa business community. The IESBDC assisted participants with completing program obligations, including developing business plans, setting strategic goals, and creating budget projections. Additionally, over the past three years, the IESBDC has conducted workshops at the Incubator Center and City Hall for participants and the broader Yucaipa business community.

On April 11, 2022, the City Council approved a MOU one-year extension to continue providing services to the Yucaipa business community, which also included additional marketing and reporting. At that time, the Incubator Center closed and the IESBDC then collaborated with staff to adjust their program to continue serving the Yucaipa business community. Monthly meetings are now held at City Hall and are accessible online. Attendance has continued to grow and testimonials from Yucaipa business owners indicate that this program has been a valuable resource.

The proposed MOU includes the following provisions:

A. All services are free and available to all Yucaipa businesses in the community.

B. Conduct at least nine (9) workshops/seminars per year that increase business skills, and track those participants that attend.

C. Responsible for marketing the consulting services, seminars, and workshops to the business community by means of fliers, press releases and presentations to business groups (such as service clubs and industrial councils).

D. Conduct monthly meetings with participants to discuss goals, challenges, and accomplishments.

E. Identify the City of Yucaipa as a co-sponsor of the program through literature and community presentations.

F. Attend Yucaipa Chamber of Commerce breakfast meetings, held at 8 am the first Thursday of each calendar month unless posted otherwise, to promote the upcoming programs and resources.

G. Maintain tracking and communication with participants; assist each business weekly or as advised.

Staff recommends a renewed MOU with the IESBDC to continue the business consulting services for the Yucaipa business community at large.

FISCAL IMPACT
The City's $17,000 cash contribution to this program was included in the FY25 Budget. No further fiscal impact is anticipated as a result of the recommendations.
