SUBJECT: Arctic Wolf Renewal
RECOMMENDATION:
That the City Council:
1. Approve and authorize the renewal of 155 Arctic Wolf user license subscriptions and 5 site sensor subscriptions, from Savant Solutions, Inc., in the amount of $63,388 for year 1, $71,093 for year 2, and $74,648 for year 3; and
2. Find that the public interest will not be best served by a formal proposal process, waive the formal solicitation of proposals/qualifications and award the Arctic Wolf renewal based on the quote submitted by Savant Solutions, Inc.; and
3. Approve a budget adjustment in the amount of $3,388 to meet the year 1 renewal amount of $63,388.
BACKGROUND/DISCUSSION:
On August 9, 2021, the City Council approved the purchase of Arctic Wolf cybersecurity services, which includes Managed Detection and Response (MDR), through Savant Solutions, Inc. Their Security Operations Center (SOC) services ingest data and detects threats 24/7, which allows for identification and mitigation of threats within minutes. Arctic Wolf services have proven reliable and invaluable to the Information Technology Division. Without a proper solution in place, the odds of quickly identifying and mitigating an attack are drastically reduced, resulting in increased risk of data loss and potential monetary liability.
The Information Technology Division currently utilizes 155 Arctic Wolf licenses and 5 sensors across City Hall and off -site locations. These allow for data ingestion, monitoring and analysis, across our devices and users, while taking advantage of a full-scale SOC. The City's current price agreement with Savant Solutions, Inc., expires September 25, 2024.
Renewing Arctic Wolf subscriptions would cost approximately $63,388 for year 1, $71,093 for year 2, and $74,648 for year 3. The pricing will fluctuate depending on the number of users. This would
equal approximately $209,129 over a 3 year period. Un-needed subcriptions can be removed on an yearly basis, which would reduce the annual cost.
Since August 2021, Savant Solutions, Inc., has continued to administer this contract annually.
Consequently, staff recommends renewing with Savant Solutions, Inc., for the Arctic Wolf Services purchase in the amount of $63,388 as a sole source provider.
FISCAL IMPACT:
The recommendations result in an increased cost of $3,388 in the Information Technology Internal Service Fund.

The terms of this Order Form are Confidential Information and may not be disclosed except as otherwise provided in the applicable Agreement. Year 2 Total Cost to Include 3 X 100 Series Sensor which was credited in the amount of $4320.00. 5% Increase based on total of $67,708.15.
