SUBJECT: Acceptance of Contract Work - 13th Street Sports Complex Facility Parking Lot Lighting Phase I — Project No. 11189
RECOMMENDATION:
That the City Council:
1) Accept the contract work completed by Quality Light and Electrical in the amount of $58,805 for the 13th Street Sports Complex Facility Parking Lot Lighting Phase I — Project No. 11189; and
2) Authorize the recordation of the Notice of Completion for the Project; and 3) Accept the as -built plans for the Project.
BACKGROUND/DISCUSSION:
On March 26, 2012, the City Council approved a Development and Operations Agreement (Agreement) with Yucaipa Valley National Little League (YVNLL) for the phased construction and use of the 13th Street Sports Complex Facility (Sports Complex). The Agreement identified the components for which the City would be responsible and the components for which YVNLL would be responsible. Over the years, the City Council has approved several amendments to the Agreement, primarily to recognize and address the community's extensive volunteer efforts to complete the facility's phased construction, such as the annual Make a Difference Day events. The initial phases of the Sports Complex were constructed and have been open for YVNLL for several years. Subsequent construction phases were identified in a Letter of Understanding (LOU) between the City of Yucaipa and YVNLL, approved by the City Council in early 2020, which identifies the City to complete the parking lot improvements supporting the Sports Complex. According to the LOU, YVNLL's fair share of the costs were identified in the amount of $219,800, to be paid with an initial payment of $90,000 and minimum annual installments of $10,000. These improvements were completed in May of 2021 and included constructing the asphalt parking lot, curb and gutter, concrete sidewalks, a trash enclosure, drainage facilities, and parking lot striping.
The final phases of work required to complete the Sports Complex include installation of parking lot lighting and landscaping. The parking lot lighting is being completed in phases. The 13th Street Sports Complex Facility Parking Lot Lighting Phase I — Project No. 11189 (Project) includes safety lighting for the parking lot entrance/exit and ADA parking. Phase II will include lighting for the remainder of the parking lot. Staff prepared the engineering plans and specifications for the Project which was publicly advertised for construction bids in February of 2024.
On March 11, 2024, the City Council awarded a contract to Quality Light and Electrical to complete the Project in the amount of $58,805. The City Council also approved the contract contingency of $5,800 for a total construction contract budget of $64,605. Staff inspections performed during the work and upon completion have ensured that the work was completed in accordance with the contract specifications for the Project.
Staff is currently finalizing the landscaping plans for the parking lot, as well as evaluating options for Phase II of the parking lot lighting which includes the possibility of installing the solar -powered parking lot lighting. Staff will return to the City Council with recommendations for completing the final phases of lighting and landscaping improvements.
FISCAL IMPACT:
The contract work has been completed for a total cost of $58,805, which is $5,800 under the authorized construction budget for the Project.

Pursuant to the provisions of Section 9204 of the Civil Code of the State of California, NOTICE IS HEREBY GIVEN that work on the certain project known as:
13TH STREET SPORTS COMPLEX FACILITY PARKING LOT LIGHTING PHASE I — PROJECT NO. 11189
for the City of Yucaipa was completed and accepted by the City of Yucaipa on the 23rd day of September 2024.
The said work was performed by Quality Light and Electrical of Bloomington, CA in accordance with the terms of the written agreement dated the 11t" day of March 2024.
