SUBJECT: Award of Contract - Installation of City Furnished High Bay LED Light Fixtures and Lighting Equipment at the 7t' St. Courts (12385 7t' St.) — Project No. 11213 RECOMMENDATION:
That the City Council:
1) Award and authorize the City Manager to execute a contract, and the City Manager or his designee to administer the terms of the contract to the lowest responsible bidder, LogicLamp Technologies of Fullerton, CA in the amount $46,031.35 for the Installation of City Furnished High Bay LED Light Fixtures and Lighting Equipment at the 7th St.
Courts (12385 7th St.) — Project No. 11213 (Project); and 2) Approve the amount of $4,600 for construction contract contingency and the amount of $2,300 for construction contract administration, staff time, permitting and inspection costs for a total construction budget in the amount of $52,931.35; and 3) Authorize the City Manager or his designee to administer the distribution of the contract contingency; and
4) Approve the plans and specifications prepared for the Project.
BACKGROUND/DISCUSSION:
On September 12, 2022, the City Council approved the revised Conceptual Pickleball Master Plan for the 7th Street Pickleball facility and approved the development of Phase 1 of the facility, which includes the following:
1. Removal of the existing 7th Street Modular Skate Park equipment and construction of four new pickleball exclusive courts.
2. Installation of a steel structure over the four proposed pickleball courts that emulates/expands the existing steel structure cover.
3. Demolition of the existing theatre building located east of the existing basketball courts.
4. Installation of lighting under the new steel structure cover over the four pickleball courts.
Items 1-3 of the Pickleball Master Plan have been completed.
Item No. 4 includes replacing the current high bay lights under the original basketball court cover with LED fixtures, as well as installing the same LED light fixtures for the new pickleball courts. In addition, a lighting control system will be installed to allow staff to remotely control and monitor the entire LED lighting system.
Staff publicly advertised the Project for construction bids and on September 5, five (5) bids were received from contractors as follows:

(1) FEC Electric submitted a request to withdraw their bid due to a clerical error and their request was granted.
LogicLamp Technologies, LLC (LogicLamp) of Fullerton, CA, is the apparent lowest responsible bidder. The Engineer's Estimate for the installation is $55,000. Staff has reviewed the bid documents and determined that the documents meet the requirements of the contract specifications. LogicLamp has performed similar work for other agencies, and their work has been deemed satisfactory.
FISCAL IMPACT:
The estimated cost of this Project is in the amount of $52,932 and is included in the adopted FY25 Capital Improvement Program as the 7t' Street Pickleball Facility. No other fiscal impact is anticipated as a result of the recommendations.

WITNESSETH, in this consideration of their covenants, the parties hereto agree as follows:
The contract documents for the Project shall consist of the Notice Inviting Sealed Bids, Instructions to Bidders, Proposal, General Specifications, Standard Specifications, Special Provisions, Plans, and all referenced specifications and appendices; together with this Agreement and all required bonds, insurance certificates, permits, notices, and affidavits; and also including any and all addenda or supplemental agreements clarifying, amending, or extending the work contemplated as may be required to insure its completion in an acceptable manner (collectively, the "Contract Documents"). The Contract Documents are made a part hereof as though fully set forth herein.
In consideration of such work, City agrees to pay Contractor and Contractor agrees to accept the sum of Forty -Six Thousand, Thirty -One Dollars and Thirty -Five cents ($46,031.35) in the manner provided in the Contract Documents and subject to adjustment provided therein.
Concurrently with the execution of this Agreement, Contractor shall file with the City the bonds and certificates of insurance specified in the Contract Documents and subject to adjustment provided therein.
This Contract shall not be assigned without the written permission of the City Council.
