Agenda Item No. 9

CITY OF YUCAIPA

AGENDA REPORT
TO: Honorable Mayor and City Council
FROM: Megan Wolfe, Director of Community Services tieri FOR: City Council Meeting of November 13, 2024
SUBJECT: Fiscal Year 2024-2025 Community Services Procurement

RECOMMENDATION
That the City Council:

1. Authorize the execution of a contract with Diamond Environmental Services for the procurement of portable restrooms, wash stations, and fencing for festivals and events; and

2. Dispense with competitive bid procedures as per Section 2.24.060.A of the City of Yucaipa Municipal Code.

BACKGROUND/DISCUSSION
As part of our commitment to providing safe and enjoyable festivals and events for our community, we require appropriate fencing and restroom facilities. Based on our previous experiences and the nature of the events scheduled, Diamond Environmental Services has demonstrated the ability to provide high -quality services that meet our needs and at the lowest cost. Given the anticipated attendance and general requirements for these events, we estimate the total cost for rentals to exceed $30,000. Therefore, per Section 2.23.012 Purchasing Levels and Approval Authority of Ordinance No. 414, City Council approval is required. It is anticipated that the total cost for FY25 is approximately $50,000. The estimated costs include restrooms, wash stations, and fencing for the following events:
• 4th of July
• Autumnfest
• Five Winds Country Music Festival
• Winterfest
• Music and Arts Festival
• Outdoor concerts and rentals at the YPAC
City staff is requesting that the City Council dispense with competitive bid procedures as per Section

2.24.060.A of the Purchasing Policy as it would be "impracticable, useless and uneconomical" to follow such procedures. Staff has followed the "sole source" processes in the purchasing policy.

FISCAL IMPACT
The costs associated with the agreement have been included in the adopted FY25 Budget. and Attachment
