CITY OF YUCAIPA

AGENDA REPORT
TO: Honorable Mayor and City Council
FROM: Chris Mann, City Manager ( Imo'
Jennifer Crawford, Assistant C'anager
Phil White, Director of Financ
Fermin Preciado, Director of De elopment Services/City Engineer FOR: City Council Meeting of November 13, 2024
SUBJECT: Reorganization of Code Enforcement Division
RECOMMENDATION:

That the City Council receive the update of the transfer of operations and oversight of the Code Enforcement Division from the Development Services Department to the Public Safety Division.

BACKGROUND/DISCUSSION:

Since the City's incorporation, the Code Enforcement (CE) Division has been part of the Community Development Department. In 2019, the Community Development Director position became vacant, and due to budget constraints, the position has been frozen and unfilled Currently, the CE Division, Planning Division, Building & Safety Division and Economic Development Division have been under the Development Services Department along with the Engineering Division and Public Works Division. This prolonged vacancy and organizational structure with oversight of many divisions under the Development Services Department has led to oversight challenges in the Code Enforcement Division. Examples of these challenges include inconsistencies between the municipal code and current practices, as well as procedures that do not align with best practices for a municipal code enforcement division.

To address these challenges and advance City Council's 2024 Goal #11— Enhance Business -Friendly Approach by Streamlining Permitting Processes and Altering Code Enforcement Methodology - the CE Division will be reorganized with oversight under the Public Safety Manager in the Public Safety Division, which reports directly to the Assistant City Manager.

Although this reorganization represents a significant operational change, this shift comes at a time when changes to policies and procedures have been implemented throughout City Hall to better serve the public with the implementation of the City's new Tyler Technologies EP&L software. For the CE Division, the recent implementation of Tyler Technologies IG Enforce software, along with the release of a "Expectations of the CE Division" Memo, will help reset and support the CE Officers in

achieving the City Council's goals and continue to improve service to the community. Additionally, a comprehensive CE Policies and Procedures Manual is currently in development to help the CE Division's methods align with best practices.

The reorganization will take effect on November 16, 2024, and the update to the financial system workflow and electronic time tracking approvals for CE Division personnel will be implemented.

The budgetary impact of the reorganization will be transitioned effective July 1, 2025, with next year's budget.

Additionally, each CE officer will be equipped with a body camera to provide an objective record of interactions between officers and the public, which can help improve the CE officer's safety, reduce the City's liability and promote transparency with the community. Each CE officer will also be provided with a radio to improve communications in the field among CE officers and the Sheriffs Department, enhancing officer safety. Broader organizational improvements are also planned, including fleet management telematics software to be outfitted on all City fleet vehicles and selected heavy equipment and machinery. This software is an optimal tool for fleet management and allows for real-time location and diagnostic data collection, which enables accurate and timely fleet maintenance, asset management, and opportunities for safer driving and accident reduction ultimately resulting in significant cost savings to the City. The proposed change to the organizational chart is included in Attachment 1.

FISCAL IMPACT:

This reorganization does not result in a direct fiscal impact. The fiscal impact related to future procurements is anticipated to be covered in the current year budget.
