SUBJECT: Award of Contract —13th Street Skate Park Seat Wall - Project No. 11225 RECOMMENDATION:
That the City Council:
1) Award and authorize the City Manager to execute a contract, and the City Manager or his designee to administer the terms of the contract to the lowest responsible bidder, Gentry General Engineering, Inc. of Colton, CA in the amount $38,856 for the 13th Street Skate Park Seat Wall - Project No. 11225 (Project); and
2) Approve the amount of $5,000 for construction contract contingency and the amount of $5,000 for construction contract administration, staff time, and inspection costs for a total construction budget in the amount of $48,856; and
3) Authorize the City Manager or his designee to administer the distribution of the contract contingency; and
4) Approve the plans and specifications prepared for the Project.
BACKGROUND/DISCUSSION:
The Adopted FY25 Budget includes the 13th Street Sports Complex Project as a prioritized Capital Improvement Program (CIP) Project. The 13th Street Skate Park is located within the 13th Street Sports Complex Facility and is situated directly south of the sports fields. Rain events and natural erosion cause dirt and debris to be deposited from the existing slope onto the northern area of the skate park's bowl concrete surface, requiring ongoing maintenance by City staff.
The Project consists of constructing a concrete seat wall and minor infill concrete pavement along the northem edge of the skate park. The seat wall will provide seating, retain dirt and debris from the slope, and improve safety, while the front edge of the seat wall accommodates skateboarding (grinding) like other play features provided at the skate park.
Staff prepared the bid documents, plans and contract specifications to publicly advertise the Project for construction bids. On December 10, 2024, three (3) bid were received as follows:
Contractor
Bid Amount
Gentry General Engineering, Inc.
$38,856
No Limit Construction()
$29,411
Wright Construction Engineering Corp.
$57,600
11 l No Limit Construction submitted a request to withdraw their bid due to a clerical error and their request was granted.
Gentry General Engineering, Inc of Colton, CA, is the apparent lowest responsible bidder, and their bid price has been determined to be appropriate for the required unique skate park concrete work.
Staff has reviewed the bid documents and determined that the documents meet the requirements of the contract specifications. Gentry General Engineering, Inc. has performed similar work for other agencies, and their work has been deemed satisfactory.
FISCAL IMPACT:
The estimated cost of the Project is in the amount of $48,856 and is included in the adopted FY25 CIP as the 13"' Street Sports Complex Project. No other fiscal impact is anticipated as a result of the recommendations.
