Item No. 6
AGENDA REPORT
DATE: January 13, 2025
TO: Honorable Mayor and City Council
FROM: Ana V. Sauseda, Director of General Services/City Clerk.411/ SUBJECT: Adoption of Resolution No. 2025-01, Updating the General Rules and Procedures for the Conduct of Commissions and Committees
RECOMMENDATION:
That the City Council adopt Resolution No. 2025-01, updating the general rules and procedures for the conduct of commissions and committees in the City of Yucaipa and updating the list of City Council committees to reflect newly established committees.
BACKGROUND/DISCUSSION:
On November 27, 2023, the City Council adopted Resolution No. 2023-46 approving general rules and procedures for the conduct of commissions and committees in the City of Yucaipa. Over the last year, a number of changes to the resolution have been requested. The following are the recommended changes:
Economic Development Advisory Committee (EDAC)
With the dissolution of the Uptown Business District, staff has updated the language to remove the one (1) member from the Uptown Business District, bringing the total membership for EDAC from nine (9) members to eight (8).
Establish the Measure S Citizen Oversight Committee
On December 9, 2024, the City Council adopted Resolution No. 2024-60 reciting the facts of the General Municipal Election held on November 5, 2024, and deemed as adopted Ordinance No. 453, an ordinance of the people of the City of Yucaipa, adopting a one percent general transactions and use tax.
Pursuant to Section 3.18.160 of the Yucaipa Municipal Code, the Measure S Citizen Oversight Committee was established. Staff has updated the list of current committees to include the newly established committee.
Mobilehome Park Committee
On April 22, 2024, the City Council appointed members to the Mobilehome Park Committee and directed staff to update the membership requirements to allow for one (1) industry representative. Staff has updated the language of the Mobilehome Park Committee to fulfill Council's request.
Youth Advisory Committee
The City of Yucaipa is extremely proud to have such excellent representation on the Youth Advisory Committee. While commission and committee members are expected to attend all meetings of the commission or committee they belong to, the City recognizes that these students should prioritize their education and school commitments. Per the request of the Youth Advisory Committee liaison, staff has updated the attendance policy for this committee to allow more flexibility should they need to miss a meeting.
Finance Committee
The Finance Committee has been meeting on a quarterly basis. It is staff s recommendation that the committee start to meet monthly.
Article H Membership
Historically, the City of Yucaipa has allowed for residents in the unincorporated county area adjacent to City boundaries, to apply for commissions and committees. This language was specifically used to establish membership guidelines for certain committees such as the Economic Development Advisory Committee and the Trails and Open Space Committee. Staff is recommending that the language be revised for consistency amongst all commissions and committees.
FISCAL IMPACT:
There is no fiscal impact.
