FROM: Ana V. Sauseda, Director of General Services/City Clerk 4kI 5 SUBJECT: Citizen Service Appointments to Various Commissions and Committees That the City Council review the applications received by the City Clerk's Office and appoint citizens to the various commissions and committees.

Pursuant to Resolution No. 2025-01, each commission or committee member's term shall nun consistent with the general municipal election and shall be for two (2) years from January I to January I.

Staff conducted recruitment for the vacant positions by notifying current commission/committee members of their term expiration dazes, publishing ads in the local newspaper, posting notices at City Hall and at the Yucaipa Branch Library and by reaching out to the community through the City's website and social media outlets. In response, several Citizen Service Applications were received by the City Clerk's Office by the extended December 5" 5:00 p.m. deadline and are included as Attachment I.

After the deadline, the City Clerk's Office received an additional three (3) applications, which are included as Attachment 3. While these applications were accepted, they were not considered for appointment to ensure fairness to those who submitted their applications on time.

Although there was significant interest in serving on the various commissions and committees, the City will need to re -open the application window to gain additional interest from qualified individuals for the following:
• Mobilehome Park Committee
• Economic Development Advisory Committee (EDAC)
• Measure S Oversight Committee
Staff recommends that the City Council consider applications for the Mobilehome Park & Economic Development Advisory Committees at the February Id" City Council meeting and Measure S Oversight Committee at the April I4th City Council meeting.

We also received requests to withdraw applications from the following applicants=

As a recent Yucaipa resident, I'm eager to serve my community. With a background in public health and community engagement, I believe I can contribute to the Healthy Yucaipa committee's mission. My background seems to align well with the committee's goals. I'm semi -retired (an early retiree) and working part-time as a non profit consultant. My husband is fully retired.

I have the time to serve. If another committee might be a better fit, I'm open to that.

I look forward to serving Yucaipa and contributing to its well-being.

We're very pleased with the overall expressed interest in volunteer service on a City commission and/or committee for the upcoming term. The City Council will make appointments at the City Council meeting scheduled for January 13, 2025, at 6:00 p.m. in the Council Chambers at City Hall.

I was a local archaeologist for manyyears and wrote numerous cultural resources assessments. Therefore, I took particular Interest in the cultural resources section of the WCSP draft EIR.I identified numerous Issues that should be addressed before the report is finalized (attached). States that the Wine Country Specific Plan Environmental Impact report (hereafter referred to as "WCSP") is based on Native American consultation, Sacred Lands File search, and a CHRIS records search. No field survey was cond uctad. This is unusual —fie Ld surveys are standard practice in cultural resources management. Afield survey provides evidence Thar a records search e Lona cannot. A negative tlacla ration should not ba made prior to conducting an industry -standard, intensive pedestrian survey. This section only discusses two sites from Tables 5.5-2, the two aifas in Tha prajact area. This section should provide bri of summaries of the remaining sites in the half -mile records search for context.

5B-4847 is the only survey dlacussad in this section. IC covered approximately 3l7 acres. There are five other surveys In Table 5.5-2. This section should provide brief summaries of ihesa other surveys end their results.

Table 5.5-2 lists previous studies. What percentage of the current project land was already investigated by these previous projects? What percentage of the surveyed land was diatu rbed by historica Vagricultural activities? What percentage of the present project is undisturbed Land, and of that, how much has bean surveyed? Notes that WCSP is t,093 acres for dafarmin ing percentages covered by previous surveys.

The ECORPS 20'12 survey is missing from this table but was provided in an appendix. Should it ba included on this Tables? Tha ECORPS survey covered 235 acres. How much of that survey is within the WCSP area?This information might be somewhere else in the EIR (not in Section 5), but it should be re -stated in section 5.S.t.3 for clarity.

Oue to the large size of the WCSP project area end its geographic position along a watershed, the p resenT report would benefit from selective Ly expanding the record beyond ehalf-mile radius. Thera era a number of archaeological studies that could be used to substantially augment the prehistoric setting subsection of this report (discussed above).

Ta bla 5.5-31is[s two bedrock milling features within ahalf-mile radius oP the WCSP area. These merit further discussion in the report. They suggest how this area was used by people in prehistoric Times and what kinds of featu ras may exist in the project area. They also indicate that depth of potential features. This information should form the foundation of mixigation recommendations (i_e. what wa should look for and et what depth).

Tha second paragraph discusses the possibility that historical refuse deposits may exist on the Casa Blanca property. Wes this assessment made by ECORPS in 20t2? Or is this an assessment by the prasant atutly? Since this is the records search subsection, it should only ba reporting on previous research. If this is an assessment being by the prasant study, it should be moved, revised, end expanded in SaMion 5.5.4.3_ If the assessment was made by ECORPS, please provide a citation end reference.

In the second paragraph the author asserts, "even if subsurtaca deposits of refuse exist within the site, they are unlikely to provide important information about the site occupants that is not already known [from archival documents]." An historical archaeologist would never make [his statement.

This statement demonstrates a worrisome lack of understanding about what historical archaeology is, why it is conducted, and how it shapes our understanding of the past.

Tha GPEIR is mentioned as a justification forthe present findings. Note (es above) there was no field survey cond uctad for the GanaraL Ple n. The General Plan's eulturaL investigations and

mitigation recommendations are inadequate as a result. They should not be used as a template for the WCSP project.

Staters, ^Mi2lgation measure 5-t requires the preparation of a cultural resources assessment... where grading Is proposed Five feet below current ¢levation__:'Thia is a profoundly troubling statement, reflecting ignorance of archaeological principles and professional practice. Prehistoric and historical resources can exist on the SUrtage Or within five f6et Of h. For exempla, bedrock milling features era often fu LLy exposed and visi bla on [he surtace. Basal on the records search, it is likely that there ere surticiaLfee[u ras such as these in the project area_ "Five feet below" should be struckfrom this report in the numerous cases where it appears in reference to cultural resources. (Nora: 1 suspect that ihia error was due to the WCSP author's expertise in paleontology, not archaeology. The palaontologieal subseption recommended five feat, and 1 presume this was a clumsy "cut -and -paste" into the archaeology subsection).

What percentage of the WCE projaci falls within the current project area? Please state and perhaps provide a map. This would also be an appropriate place to discuss the limitations of the WCE survey. Historical and agricultural activities around Cesa Blanca may have erased evidence of prehistoric activities in its immediate environs. This would not ba true of [ha wider WCSP project area beyond Case Blanca. There is land within the WCSP that has not bean distu rbad in historical times; undisturbed land Is typically more sensitive for prehistoric cultural resources.

Somewhere in this section there should ba a discussion of the possibility of buried historical refuse deposits at P36-t 69t0. There should ba treatment or mitigation recommendations for this potential archaeological resource. Is tasting warranted? Construction monitorinl3"t And if not, provide justifications for both.

This section is so poorly written, 1 don't even know where to start with this one. It omits critical information and is abstruse for a document intended for a public EIR. It should be com pLeteLy re- written, not just revised.

Hypothaticalty, if 1 was wrRing this section, 1 would beg(n with a clearly written, professional assessment of the aroha¢ologlcaL potential in the project area as low, moderate, or high. (Look at Impact 5.5-4 on <ha next page for a good example; the first sentence provides a clear assessment of She paLeontoLogiceLsansitivity as "moderate to tow.") 1 would base my assessment not just on a CHRIS records search, but also on field in estigations, tribal consutx, and historical archives research. The WCSP is so la rga, there are GKely muLdple classifications thax could be made end mapped. For example, the area around Casa Blanca may be more sensitive for historical resources but Lass sensitive for prehistoric resources.

As it currently stands, this section fails io provide a clear archaeological sensitivity assessment, and it would be unprofessional to do so without a more complete investigation.

Worse still, this section fails to mention the tribal consult results with YUM1aaviatam, Morongo Bend of Mission Indians, and Agua Calianta; these results era pertinent to making any assessment or mitigation recom mandations. They requested monitoring and tribal participation. The tribes end Sheir requests were completely forgotten here.

It's almost as if the author doesn't want to admit that the archaeological sensitivity is likely high in the WCSP area and significant mitigatipn measures era warranted (tasting, monitoring, etc.).

Instead, the author tries to circumvent the issue by tangentially connecting this project to the City's General Plan, making statements such as, "As with the Ganarel Plan... WCSP could allow development. including grading, within an area designated as culturally sensitive and sensitive for p rehlstoric resources:' This implies that the General Plan green tights ell development on this or any other Land in the city_ This is neither the case nor the intent of the General Plen. Furthermore, upon closer inspecticn of the Ganaral Plan, the cultural resources section suffers from many of the sa ma flaws as the prasanf report.

Remove or revise vague statements such as, "The WCSP tlavelopmant would ba more concentrated in certain areas compered to the 20t6 Ganaral Plen, thereby reducing the overall development of undavalopatl Land:' What is this saying exactly? Ramova mislaatling statements such es, "The proposetl project would not result in new or substantially more severe significant impacts in this regartl when compared to the 20t6 General Plan.^This implies that there aren't potentially significant Impacts identified in either tlocument, which is not the case.

The mitigation proposed for this section is Mitigation Measure CUL-4. This measure tloes not adequately atldrass the sensitivity of WCSP (discussed further below).

The City of Yucaipa is accepting applications from Yucaipa residents who are interested in serving on a City commission or committee. Yucaipa's commissions and committees offer advice and guidance on important policy decisions for the City which impacts daily life. The following commissions and committees will have vacancies effective January 1, 2025, due to expiring terms:
