AGENDA REPORT
DATE: February 10, 2025
TO: Honorable Mayor and City Council
FROM: Chris Mann, City Manager/Treas r
Phil White, Director of Finance
SUBJECT: Monthly Treasurer's Report December 2024
RECOMMENDATION:
That the City Council receive and file the Monthly Treasurer's Report for December 2024.
BACKGROUND/DISCUSSION:
To comply with the requirements of California Government Code Section 53607 and the recommendation of California Government Code Section 53646, a treasurer's report is submitted to Council monthly.
It is the responsibility of the Finance staff to develop the Monthly Treasurer's Report in a timely manner for review by the City Manager/Treasurer, and ultimately the City Council. It is the function of the Treasurer to deposit and invest funds in accordance with the Investment Policy of the City of Yucaipa to achieve the stated objectives of preservation of capital, liquidity, and return on investment. The purpose of the Monthly Treasurer's Report is to provide the City Council with a snapshot of the City's investment portfolio. The balances included in the Monthly Treasurer's Report represent the market value of the City's investments.
The City utilizes the Monthly Treasurer's Report as one tool to monitor fiscal performance. The City's net position or fund balance (equity) is comprised of assets less liabilities. The portfolio is just one component of assets. The portfolio balance will fluctuate based on investment performance (yield) as well as timing of cash inflows (revenue collection) and cash outflows (expenditure payments).
The yield for the investment held with the Local Agency Investment Fund (LAIF) was 4.434% in December.
While the City does not have outstanding debt related to bond issuances, the City acts in a fiduciary capacity for the Successor Agency to the former Redevelopment Agency and the Chapman Heights Community Facilities District, both of which maintain outstanding bonds. The City pools cash and investments of all funds, except for assets related to the bond issuances of the Successor Agency and 02/10/2025 City Council Agenda 15
Community Facilities District which are required to be held in separate accounts with fiscal agents in accordance with the bond indentures.
As required by the Investment Policy, the attached Monthly Treasurer's Report includes a certification that (1) All investment actions executed since the last report have been made in full compliance with the Investment Policy; and (2) the City will meet its expenditure obligations for the next six months.
FISCAL IMPACT:
There is no fiscal impact.

SUBJECT: Award of Contract — City Yard Landscaping Project — Project No. 11191 RECOMMENDATION:
That the City Council:
1) Award and authorize the City Manager to execute a contract, and the City Manager or his designee administer the terms of the contract to the lowest responsive bidder, David 011is Landscape Development of Redlands, CA in the amount of $198,536 for the City Yard Landscaping Project — Project No. 11191 (Landscaping Project); and 2) Approve the amounts of $20,000 for construction contract contingency and the amount of $10,000 for construction contract administration, staff time, testing, and inspection, for a total construction budget in the amount of $228,536; and 3) Authorize the City Manager or his designee to administer the distribution of the contract contingency; and
4) Approve the plans and specifications prepared for the Landscaping Project.
BACKGROUND/DISCUSSION:
In 2020, the City Council approved the New City Yard Relocation Project (Relocation Project), which included removing and relocating the City Yard facilities as part of the Oak Glen Creek Specific Plan.
The Relocation Project was completed in phases and included the installation of three (3) steel structures, the installation of tenant improvements inside those structures, and the design and installation of underground utilities, site/access-road paving, fencing, and landscaping.
The last phase of construction for the Relocation Project is the Landscaping Project. The Landscaping Project consists of the furnishing and installation of landscape, hardscape, and irrigation system at the City Yard.
02/10/2025 City Council Agenda 27
The Landscaping Project was advertised for construction bids on December 19, 2024. On January 28, 2024, five (5) sealed bids were received and opened as follows:
Contractor
Bid Amount
David 011is Landscape Development
$198,535.27
JAS Landscape LLC
$358,116.55
Mariposa Landscape, Inc
$309,608.15
Superb Engineering, Inc
$225,044.18
Marina

David 011is Landscape Development (DO) of Redlands, CA, is the apparent responsive low bidder.
Staff has reviewed the bid documents and determined that the documents meet the requirements of the construction contract specifications. DO has performed similar work for other agencies, and their work has been deemed satisfactory. As a result, staff recommends that the City Council award and authorize the City Manager to execute a contract for the Landscaping Project with DO in the amount of $198,536.
FISCAL IMPACT:
The Project amount of $228,536 is included in the adopted FY25 Capital Improvement Program.

AGENDA REPORT
DATE: February 10, 2025
TO: Honorable Mayor and City Council
FROM: Fermin Preciado, Director of Developm t S ices/City Engineer- Todd Gutjahr, Public Works Analyst 7
SUBJECT: Landscape and Lighting Maintenance District No. 1 Zone S Dormancy Agreement RECOMMENDATION:
That the City Council:
Adopt Resolution No. 2025-02 approving the Dormancy Agreement for Landscape and Lighting Maintenance District No. 1, Zone S; and
2. Authorize the City Manager to execute the Dormancy Agreement and authorize the City Manager or his designee to administer the terms of the Dormancy Agreement.
BACKGROUND/DISCUSSION:
In October 2001, the City Council adopted Resolution No. 2001-30, approving the annexation of Tract Map No's. 13589, 13589-1, and 13589-2 into the City of Yucaipa Landscape and Lighting Maintenance District No. 1 (LLMD No. 1), identified as Zone S (Zone).
Zone S contains a total of 79 lots and is located on the south side of Wildwood Canyon Road between Morningside Drive and Butterfly Drive, east of the Hidden Meadows residential development.
During the final engineering design process, Tract Map No. 13589 was separated into Tract Map No. 13589 comprising of 27 lots, Tract Map No. 13589-1 comprising of 26 lots, and Tract Map No. 13589-2 comprising of 26 lots.
In 2023, due to the development not being completed and consistent with the City's LLMD Administrative Policy, the property owner of Zone S had requested and received a refund of a portion of the assessed funds collected and available in the account, since the City had not assumed responsibility for the maintenance and the fund balance was accumulating for this Zone, due to the development not being completed.
In 2024, the property owners requested the balance of the funds be returned and indicated they did not intend to develop nor sell the separate parcels in the near future. The property owners also requested to de -annex the Zone from LLMD No. 1.
02/10/2025 City Council Agenda 33
In consultation with the City Attorney's office, it was determined that a de -annexation would prohibit/complicate the collection of future landscape and lighting maintenance district funds should the parcels be sold, and the new property owner request to be annexed back into LLMD No. 1. As a result, a Dormancy Agreement is being proposed.
The Dormancy Agreement would allow the Zone to remain in LLMD No. 1. However, the property assessments would cease to be collected until such a time the developer wishes to complete the project, and the improvements are completed. Under the Dormancy Agreement, the property owner is obligated to maintain the existing area within the zone. The maintenance shall be at the sole expense of the property owner and shall be in compliance with the maintenance standards of the Yucaipa Municipal Code
FISCAL IMPACT:
The recommendations for this item do not result in a financial impact to the City.

INTRODUCTJON
To ensure a flow of funds for the ongoing maintenance and servicing of specified improvements within the public right-of-way within Tract 13589 in the City of Yucaipa, the City Council is considering the annexation of this tract into the existing City of Yucaipa Landscaping and Lighting Maintenance District No. 1. The City Council of Yucaipa adopted Resolution No. 91-63 on September 9, 1991 which formed Landscaping and Lighting Maintenance District No. 1. Improvements which may be maintained by the Landscape and Lighting District No. 1, utilizing the direct benefit assessments include:
• Landscaping within public rights -of -way, parkways, roadway related easements and other public open space;
public lighting facilities to provide street lighting and traffic signals in public rights -of -way.
In order to ensure that the maintenance of landscaping, street lights and appurtenant facilities required as a condition of development does not become a financial burden to existing property owners within the City. The district will provide a mechanism to assess those property owners that benefit from the maintenance of required improvements.
The proposed District boundary for the annexation will be coincident with the boundary of Tract 13589 and is in the City of Yucaipa.
The District assessment for maintenance may be adjusted annually either based on the change in the Consumer Price Index for the Los Angeles — Anaheim — Riverside Area for all Urban Consumers (1982-84 = 100), or increased 5 percent, whichever is greater. The cost of electricity may be adjusted annually based on the actual cost of electricity.
The construction, maintenance and operation of facilities within the District's boundaries will be consistent with the Landscaping and Lighting 02/10/2025 City Council Agenda 51

Payment for the assessment for each parcel will be made in the same manner and at the same time as payments are made for property taxes for each property.
The proceedings will be conducted under the Landscaping and Lighting Act of 1972, Part 2, Division 15, Sections 22500 through 22679, of the Streets and Highways Code of the State of California and Article X1II1) of the California Constitution.
The City of Yucaipa shall conduct a public hearing upon the proposed assessment not less than 45 days after mailing the notice of the proposed assessment to record owners of each identified parcel. At the public hearing, the City shall consider all protests against the proposed assessment and tabulate the ballots pursuant to Proposition 218. The City shall not impose an assessment if there is a majority protest based on financial obligation. 91 77

PART B
ESTIMATE OF COST
The 1972 Act provides that the total cost of installation construction, maintenance and servicing of the public landscaping, park facilities and street lighting can be recovered by the District in proportion to the special benefit that they provide to the parcels. Incidental expenses including administration of the District, engineering fees, legal fees and all other costs associated with the formation and maintenance of the District can also be included.
Improvements which are to be included in the District have not yet been completed and are being constructed by the developer of the property who will be responsible for the maintenance of all improvements until accepted by the City of Yucaipa. It is anticipated that the improvements will be completed and accepted by the City by July 1, 2000. In 1998, the City Council amended the original methodology for the Maintenance District.
The amendment allows the annual charge to be levied on the tax roll during the fiscal year the annexation takes place, and not after the warranty period ends. This amendment commenced with Zone G98. The reasons are as follows: It allows the buildup of a capital reserve fund for the purposes of covering the costs of vandalism, inclement weather (such as hard freeze or severe erosion), damage done by vehicular traffic, and the coverage of delinquent property taxes. prior to the methodology being amended, the City did not have the ability to cover these costs.
The assessment for this Annexation will be based on the qualifying improvements that are to be maintained by the city. An estimate of the yearly maintenance cost for Fiscal Year 2002-2003 is:

A. General
Part 2 division 15 of the Streets and Highways Code, the Landscaping and Lighting Act of 1972, permits the establishment of Assessment Districts by cities for the purposes of providing certain public improvements which include maintenance and operation of street lights, traffic signals and Iandscaping.
The 1972 Act requires that maintenance assessments be levied according to benefit rather than according to assessed value.
The Act permits the designation of zones of benefit within any individual assessment district if "By reasons or variations in the nature, location and extent of the improvements, the various areas will receive different degrees of benefit form the improvement" (Section 22547.)
Section 22509 provides that the act shall be Iibemily construed to effectuate its purposes. Therefore any reasonable formula or method is conclusive.
B. Parcel Classification
Since the assessment will be levied on the owners of properties as shown on the tax rolls, the final charges must be assigned by Assessor's Parcel Number.
The single-family parcel has been selected as the basic unit for calculation of assessments and is defined as one Equivalent Dwelling Unit (EDU.) C. Zone Classification
A system of zones, encompassing both street lighting and landscaping levels of service has been developed. These zones will provide a means to designate the benefits received by the property owners form the improvements maintained by the District. The zone for this Annexation is as follows:
02/10/2025 City Council Agenda 59
Docusign Envelope ID: 78D643F1-9031-43BB-96C5-F84963D8A9EE Tract 13589 falls within zone "S" 00 which includes the installation, operation and maintenance of lighting and appurtenances, maintenance of landscaping, irrigation and appurtenances, within the Landscape Maintenance District boundary adjacent to W ildwood Canyon Road and maintenance of the landscaping within the Landscape Maintenance District boundary at the rear of lots 7 thru 14, inclusive, and 23 thru 34, inclusive, for fuel modification within Tract 13589.
D. Special Benefit
The operation and maintenance of the lighting within Tract 13589 provides a special benefit to all of the residents of Tract 13589 over and above the benefit conferred on the public at large in that:
1. The street lighting provides for a safer neighborhood.
2. The landscaping along Wildwood Canyon Road provides consistent maintenance of the entry landscaping.
0 3. Direct enhancement of property values.
Not one parcel within tract 13589 receives significantly greater or lesser benefit than any other parcel so it is appropriate to allocate the assessment equally among the parcels.
E. Public Lands
.Article XIIID, which was added to the California Constitution by the passage of Proposition 218 in 1996, mandates that "parcels within a district that are owned or used by any agency, the State of California or the United States shall not be exempt from assessment unless the agency can demonstrate by clear and convincing evidence that those publicly owned parcel in fact receive no special benefit."
Landscaping and Lighting District No. 1 Zone "S" 00 has no publicly owned parcels which receive any benefit from the proposed improvements.

AGENDA REPORT
DATE: February 10, 2025
TO: Honorable Mayor and City Council
FROM: Megan Wolfe, Director of Community Services tl
SUBJECT: Amendment to the Goods and Services Agreement with Diversified Protective Services Inc.
RECOMMENDATION:
That the City Council:
Authorize the City Manager or his designee to administer the terms of the amended Goods and Services Agreement with Diversified Protective Services Inc. for the procurement of security guards for festivals, Yucaipa Performing Arts Center events and rentals; and
2. Dispense with competitive bid procedures pursuant to Yucaipa Municipal Code (YMC) Section 2.24.060.A.
BACKGROUND/DISCUSSION:
As part of our commitment to providing safe and enjoyable festivals, Yucaipa Performing Arts Center events and rental events, security guards are hired if alcohol is served or required by an artist. Based on previous event experiences and the nature of the events scheduled, the City entered into a Goods & Services Agreement (Agreement) with Diversified Protective Services Inc. in the amount of $25,000 to provide security guard services. Due to the increase in rentals, the contract is anticipated to exceed the limit. Therefore, staff is requesting authorization to increase the contract to $50,000 in accordance with the YMC Section 2.23.012 Purchasing Levels and Approval Authority of Ordinance No. 414, City Council approval is required. The total cost for services in the amended agreement for FY25 is in the amount not exceed $50,000.
City staff is requesting that the City Council dispense with competitive bid procedures as per YMC Section 2.24.060.A. of the Purchasing Policy as it would be "impracticable, useless and uneconomical" to follow such procedures. Staff has followed the "sole source" processes in the purchasing policy for the original procurement.
02/10/2025 City Council Agenda 66
FISCAL IMPACT:
The costs associated with the amended agreement have been included in the adopted FY25 Budget. The cost of security services for rental events are passed onto the rental client and received by the City as rental income.

FROM: Megan Wolfe, Director of Community Services %V— fQ' AW SUBJECT: Special Event Permit Application — Love Yucaipa & Calimesa RECOMMENDATION:
That the City Council:
1. Approve a Special Event Permit Application submitted by Grace Point Fellowship (Applicant); and

BACKGROUND/DISCUSSION:
The Applicant submitted a Special Event Permit Application (SEPA) to conduct Love Yucaipa and Calimesa Volunteer Day at multiple locations throughout Yucaipa and Calimesa. The details of the SEPA (Attachment A) are as follows:
• Event Date: May 3, 2025

o Clean-up 9:30 a.m. to 10:30 a.m.
• Activities: Food and beverage vendors, and amplified sound • Anticipated Attendance: 200+
• Applicant is requesting from City:

o Porta potties
o Trash receptacles
o Signage:

■ Yard Signs — Placed on City property
02/10/2025 City Council Agenda 73
■ Banners — Placed on City property
The Applicant will use their equipment for amplified sound, manage their vendors providing free food and drinks, put up and remove all signage, provide setup and tear down of tables and chairs and be responsible for trash and clean-up upon conclusion of the event.
This SEPA requires City Council approval because the Applicant has requested a waiver of fees associated with the use of the City facilities, as well as the $200 SEPA fee. The Applicant is requesting to use City resources already in place (listed above), due to the Yucaipa Music and Arts Festival (YMAF) being held from 12:00 p.m. to 9:00 p.m. on the same day. If the City was not hosting the YMAF, the estimated cost of these resources would be $5,250. Staff is recommending approval of the SEPA and the waiver of the SEPA fee, because the goal of the event is to unite the community through volunteer work at three City facilities, along with additional projects throughout Yucaipa and Calimesa. If the City Council approves the Applicant's request, staff will route the SEPA to the Police Department, Fire Department and the Development Services Department for review and approval and will work with the Applicant to obtain all necessary documentation.
Any additional requests made by the Applicant will require applicant payment.
FISCAL IMPACT:
The Applicant is requesting the Special Event Permit Application Fee of $200 be waived.

AGENDA REPORT
DATE: February 10, 2025
TO: Honorable Mayor and City Council
FROM: Trevor Benson, Public Safety Manager
SUBJECT: 2024 Edward Byrne Memorial Justice Assistance Grant (JAG) — Police Dept.
RECOMMENDATION:
That the City Council:
Accept the 2024 JAG award in the amount of $12,134 to fund the acquisition of eligible safety equipment; and
2. Authorize an amendment to the FY25 Budget to recognize the 2024 JAG award with an increase in grant revenue and the expenditure budgets in the Miscellaneous Special Revenue Fund in the amount of $12,134; and
3. Authorize the City Manager to execute the Certifications and Assurances as the Chief Executive of the City.
BACKGROUND/DISCUSSION:
The City of Yucaipa Police Department (YPD) applied for and has been awarded the 2024 JAG grant to purchase essential equipment that will enhance the safety and effectiveness of our law enforcement personnel. This funding is a vital resource in providing our officers with the tools they need to respond effectively to high -threat situations, ensuring both officer and public safety. YPD would like to use the JAG award to purchase the following:
1. (4) Pepper Ball Launchers and (20) Rounds
These less -lethal devices are used to subdue combative individuals in a controlled manner, minimizing the risk of serious injury. This equipment is essential for maintaining public safety in volatile or high -risk situations while offering an effective alternative to traditional methods of force.
2. (5) SeeDevil Area Lights and (5) Portable Power Stations High -quality area lighting will be installed to support the Major Accident Investigation Teams (MAIT). This equipment ensures proper visibility during the investigation of serious traffic collisions, particularly in low -light conditions or at night. Effective lighting is crucial for gathering evidence and conducting thorough investigations in a timely manner. 02/10/2025 City Council Agenda 83
3. (4) Yamaha Generators
The purchase of portable generators will provide reliable power sources during emergencies, such as earthquakes, floods, or power outages. These generators will ensure that essential equipment, including computers, printers, and other necessary equipment remain operational, allowing our department to continue serving the community without interruption in critical situations.

Item No. 9
AGENDA REPORT
DATE: February 10, 2025
TO: Honorable Mayor and City Council
FROM: Joe Pradetto, Director of Governm Affairs9
Phillip White, Director of Finance
Fermin Preciado, Director of Deve ent Services/City Engineer SUBJECT: Yucaipa Branch Library Project
RECOMMENDATION:
That the City Council:
1) Not proceed with the Yucaipa Branch Library Project due to the financial risks associated with the total project development costs; and
2) Authorize the City Manager to execute any necessary documents required to terminate the project agreement and return funding for the project.
BACKGROUND:
Project Update
On February 12, 2024, the City Council received a comprehensive update on the Yucaipa Branch Library Project (Project) that outlined the history of the Project and recent funding commitments that helped meet the State matching requirement, making the Project viable.
In that report, staff shared that the $9 million State grant was subject to budget cuts and proposed that the City proceed with the Project in the face of that uncertainty so that we could work towards meeting the grant construction deadline.
Several important developments occurred after the Project update in February of 2024.
State Library Grant: The State Library grant funding was spared from cuts, allowing the City to retain its $9 million grant to fund construction related costs only.
Federal Congressional Designation: At the City's request, Congressman Jay Obemolte submitted a federal appropriation in the amount of $500,000 for the Project. The request is now working through the Senate, but it appears that there is a good probability that the request will be approved.
Change Requests: The City submitted a formal request to the State Library to reduce the size of the proposed library project from 25,000 sq ft to 15,000 to 18,000 sq. ft. to stay within the estimated facility construction budget of $18 million. The State issued a tentative approval pending completion of the Project and Use Agreement.

The City also began discussions with the State about potential time extensions. The State Library grant requires that projects be complete and operational by March 2026. State Library staff indicated that it was not yet accepting extension requests.
With the State Library grants tight timeline to deliver the Project, staff researched the potential construction schedule and found that the design -build construction process allows for a fasterproject delivery schedule.
Design -Build: The design -build process helps deliver projects quicker because the design and construction team work together. This contrasts with the typical design -bid process in which one firm designs the project and another firm constructs the project requiring two separate procurement processes, two separate contracts and two firms going through theprocess to coordinate their efforts.
The design -build process is faster and more seamless. The tradeoff is that you do not get multiple construction bids to ensure the lowest price. Instead, the design -build process aims to deliver a project faster at a maximum guaranteed price with proven partners.
In its research, staff discovered that new legislation went into effect that permits cities to utilize a design -build process and prepared a Request for Qualifications/Proposals (RFQ/RFP) to procure progressive design -build services for the Project. The progressive design -build is a two-step process.
The first step involves selecting qualified engineering design and construction partners. When the engineering design is about 70% complete, the construction cost estimating process begins, which leads to the generation of a maximum guaranteed price for the construction and 100% completion of the engineering design. The second step involves construction of the Project at a cost that does not exceed the predetermined maximum guaranteed price.
This two-step process and the determination of a maximum guaranteed price helps reduce risk by having a clear understanding of expected construction costs before committing to construction.
Library Project and Use Agreement
On November 13, 2024, the City Council approved the Library Project and Use Agreement (Agreement) between the City, the Yucaipa-Calimesa Joint Unified School District (District) and San Bernardino County (County). The District Board approved the Agreement on January 14, 2025, and the County Board of Supervisors approved the Agreement on January 28, 2025. The Agreement outlines each partner's contribution and responsibility for the Project. Although the Agreement moves the Project forward, it does not commit the City to construct the Project if cost estimates come in above budget or if we lose funding.
Construction: The Agreement calls for the construction of a 15,000 to 18,000 sq. ft. library facility on property owned by the District and to be operated by the County. The City will own the facility during the initial term of the Agreement.
City Lead: Per the Agreement, the City is the lead agency under CEQA and is responsible for the construction of the new facility —including site development and any cost over -runs —and ongoing maintenance. The City will lead the process to 1) select a design -build entity, 2) work with project partners to design the new library facility, and 3) construct the new library facility and related site improvements.
02/10/2025 City Council Agenda 158
Site improvements are anticipated to be an additional $2.5 million, or more, on top of the $18 million grant -funded construction budget. The City is responsible for the cost of site improvements, increasing the likely cash investment for the construction phase of the Project from $3 million to $5.5 million. The City would also be responsible for the administrative costs associated with the design -build, which would make the City's total funding contribution for the overall project well over $5.5 million.
Term of the Agreement: The initial term of the Agreement is for 25 years. The parties may negotiate to extend the Agreement, but the City is not obligated to continue after the initial term. If the City declines to participate in future extensions or subsequent agreements, ownership of the facility will default to the District. If that happens, the District and County would negotiate the continued use of the facility as a library.
Termination: Since the Project still faces some uncertainty, the Agreement outlines several scenarios that would trigger termination. They are as follows:
1. The Division of the State Architect does not approve the facility within one year of the approval of this Agreement.
2. The State of California revokes grant funding.
3. The City is unable to perform according to grant requirements.
4. The City loses substantial funding to render Project infeasible.
5. Construction bids exceed available project funds.
6. District fails to provide the property.
Financial Responsibility and Risk: Under the Agreement, the City is the lead agency and is accepting all financial responsibility beyond the secured financial commitments. The City has secured $15 million towards the construction of the Project, which is estimated to be $18 million.
However, that $18 million does not include site improvements, which is estimated to be another $2.5 million, or more.
This means that the City Council has committed and set aside $3 million towards construction of the new library facility, but that does not include items such as utility connections, parking lot construction, and landscaping. These costs were expected to cost around $2.5 million, or more. The administrative costs associated with the design -build costs are also not included, which means the City's total contribution would be further increased.
DISCUSSION:
RFQ/RFP for Progressive Design -Build Services
In November of 2024, City staff distributed an RFQ/RFP seeking progressive design -build services for the Project with a response due date of January 9, 2025. At the request of potential responders with offices in the Los Angeles area, the due date was pushed back to January 16, 2025, due to the evacuations related to the wildfires in the Los Angeles area at that time. Ten (10) responses were received and an evaluation panel reviewed the submittals based on the City's qualifications based evaluation policy.
The qualifications based evaluation process ranked the submittals based on the following criteria:
• Experience completing similar projects using the progressive design -build process (50%). 02/10/2025 City Council Agenda 159
Understanding of the project requirements (20%).
Proposed scope of work (20%).
Key staff's experience delivering progressive design -build projects (10%).
Once the top five (5) most qualified firms were determined, the cost proposals were opened and staff found that the total additional project costs could be approximately $4.3 million on top of the $5.5 million previously mentioned. This was based on the cost proposals received from the most qualified firms, which ranged from $4.25 million to $5.1 million.
To move forward with the Project, the City would have to set aside a total of approximately $9.8 million. This is an additional $6.8 million on top of the $3 million already committed by the City Council for the Project.
Based on the City's current financial situation and the City Council's goals to deliver a balanced budget for FY26 and to establish a strategic plan for the future, staff is recommending not to proceed with this Project.
The City and its project partners recognize the desire and need for a new library and have gone to great lengths to deliver this Project. This includes securing $15 million for construction. However, current economic and market conditions have pushed the Project price from an estimated total of $18 million to approximately $25 million, making this Project financially infeasible. The City explored multiple options, including reducing the project's size and seeking additional funding, but these efforts could not close the funding gap.
FISCAL IMPACT:
A directive to proceed with the Project will direct staff to begin incurring design costs. The City's share of the Project's cost has been updated to an estimated $9.8 million comprised of $1.4 million in design, $2.5 million in site improvements, $3 million towards construction and $2.9 million for project management. The $9.8 million represents approximately 2/3 of the Unassigned Fund Balance in the General Fund ($14.9 million) and which does not include the impacts of current -year activity (budgetary deficit of $4.4 million).
