AGENDA REPORT
DATE: March 10, 2025
TO: Honorable Mayor and City Council
FROM: Fermin Preciado, Director of Develment Services
Phillip White, Director of Financ
SUBJECT: Staffing Adjustments
4 RECOMMENDATION:
That the City Council approve the following staffing adjustments:
1. In the Development Services Department:
a. Eliminating the Senior Development Services Technician position, Salary Range 25 ($73,602-$91,918); and
b. Replace with Public Works / Engineering Specialist position, Salary Range 14 ($56,095-$70,055); and
2. In the Finance Department:
a. Reallocating the position of Administrative Technician, Salary Range 26 ($75,442-$94,216), to Administrative Technician, Salary Range 22 ($68,347- $85,356); and
3. Adopt Resolution No. 2025-05, adopting the General Unit Salary, Benefit and Classification Plan.
BACKGROUND/DISCUSSION:
The City has two positions recently vacated by retirement. Prior to filling these vacancies, department heads considered department need and market pay scales. After consideration, it was determined that:
1. These positions are necessary to effectively deliver services
2. The duties of the positions needed to be adjusted
3. Based on the refreshed duties, compensation did not align with the recently completed classification and compensation study
Accordingly, we are recommending authorization to realign the positions with the market.
Staff is requesting authorization to revise the General Unit Employee Salary, Benefit, and Classification Plan as reflected in Resolution 25-05 (Attachment 1). This will allow the City to begin the recruitment process to fill the positions. Additional context on each adjustment follows:
Engineering/Public Works
The City's long-time Senior Development Services Technician retired in December 2024. The current structure of the Department provides an opportunity to fill the need with a lower graded specialist position rather than utilizing the higher graded tech position. Financially, this elimination/replacement results in total budgetary savings of approximately $31,000 in the General Fund.
Finance
After 20 years of service, the City's Administrative Technician retired in October 2024. The duties have been adjusted, and staff is requesting the position to be re -ranged commensurate with the new role. This change results in budgetary savings of approximately $16,000 in the General Fund.
The budgetary savings are calculated by comparing the budgeted cost of the position when filled (actual step) to the budgeted cost of the vacant position (mid -step in accordance with budget policy).
FISCAL IMPACT:
The recommendations result in budgetary savings of $47,000 in the General Fund.
