AGENDA REPORT
DATE: March 24, 2025
TO: Honorable Mayor and City Council
FROM: Megan Wolfe, Director of Community Services
SUBJECT: Special Event Permit Application — Redlands Bike Classic RECOMMENDATION:

That the City Council:

1. Approve the Special Event Permit Application (SEPA) submitted by the Redlands Bicycle Classic Inc. (RBC) to conduct the Redlands Community Hospital Crafton Hills Road Race (Race) on Friday, April 11, 2025; and

2. Authorize temporary flow restrictions on City streets.

BACKGROUND/DISCUSSION:

RBC has submitted a SEPA (Attachment 1) to conduct the Race on Friday, April 11, 2025. The details of the Race are as follows:
• Event Type: Athletic — Bicycle Race
• Time: 6:00 a.m. to 4:00 p.m.
• Location: Various City Streets
o a Avenue (Walnut Street to Crafton Avenue)
o Walnut Street (5th Avenue to Overcrest Drive)
a Overcrest Drive (Walnut Street to Tennessee Street)
a Tennessee Street (Overcrest Drive to 16th Street)
o 16`h Street (Yucaipa Blvd to Sand Canyon Road)
o Sand Canyon Road (Crafton Avenue to 16`h Street)
ASEEMEtaiiiiw
41110
The roads listed above will have temporary flow restrictions as a result of the Race.

The SEPA, was reviewed and approved by all department directors. Staff met with RBC representatives to review the department comments and costs. RBC has agreed to pay all fees associated with the Race. The following are the department comments and costs associated with the Race:
• Yucaipa Police Department — Officers, along with RBC volunteers, will be strategically positioned throughout the course and assist with traffic control for the Race. The cost for police services is approximately $4,548.52.
• Yucaipa Fire Department — If a racer were to be injured, the Race Medical Team will provide aid. The Race Medical Team consists of local physicians in designated vehicles within the race caravan. However, this team will not have advanced life support equipment; Yucaipa Fire can provide advanced life support as needed. If RBC choses to have a dedicated two - man paramedic squad to provide the advanced life support the cost will be $1,685. • Development Services Department — RBC is required to submit a traffic control plan and obtain an encroachment permit prior to the event. The cost of the encroachment permit may vary.
• Community Services Department — RBC must communicate with residents within the race route notifying them of the event and traffic restrictions. One form of communication needs to be a mailed letter. No additional fees are incurred from the Community Services Department as a result of the race.

If City Council approves the SEPA staff will continue to meet with the applicant to ensure the 2025 Race is a success.

FISCAL IMPACT:

The Applicant has paid the Special Event Permit Application Fee of $200 and will be sent an invoice for the additional costs if the SEPA is approved.

CITY OF YUCAIPA

SPECIAL EVENT PERMIT

WELCOME TO THE CITY OF YUCAIPA CITY OF
Thank you for your interest in hosting a Special Event in the City of Yucaipa. The Community Services Department
created this application to help you host a successful and exciting event here in Yucaipa. Please review and complete the following application in accordance with the provided information. A special event in the City of Yucaipa is
defined as a "Carnival", "Community Celebration", or
"Outdoor Festival" which includes the use of amplified
sound and/or estimated attendance equal to or exceeding 300 people on City or private property. Except as otherwise provided by state law, no person or entity shall operate, maintain, conduct, advertise, or provide admission for any temporary special event within the City of Yucaipa without possessing a permit for each such temporary special event (Ord. No. 384).

PROCEDURES
A complete permit application may be filed as early as one (I) year before the event, but it must be received no later than three (3) months before the actual event date. Any organized activity involving the use of, or having impact upon, public property, facilities, public parks, sidewalks or street areas requires a permit. Applicants requesting a waiver of fees or services must submit their application a minimum ofsix(6) months in advance.

The permit application process begins when you submit a complete Special Event Permit application. Keep in mind that acceptance of your application should in no way be construed as final approval or confirmation of your request. Upon receipt of your application, the Special Events Supervisor will help guide you through the permit process. Copies of the application are forwarded and reviewed by all affected departments and/or agencies. During the review process, you will be notified if your event requires any additional information, permits, licenses or certificates. During our initial application screening process, you will be allowed time to provide us with all pending documents. We must receive these items before issuing a Special Event Permit (i.e., certificates of insurance, secondary permits, etc.). Delays in providing these items often delay our ability to finish our review and approve your application in a timely manner. Special Event Permits can be approved administratively by City management under specific limited criteria. Events that exceed those criteria will require the approval of City Council:

City Management/Administrative Approval
• Estimated attendance 300-999 persons
• Amplified Sound (excluding Special Event Facilities)
City Council Approval
• Estimated attendance 1000+ persons
• Alcohol Service (excluding Community Centers and YPAC) • Street Closure - traffic management
• Fee Waiver/Co-Sponsorship/In-Kind (Community Activity Grant Application required)

When planning a moving route, the Yucaipa Police Department is available to assist you in planning your route. Consider the following in your planning:
• Impedance of emergency fire, police or paramedic vehicles. • Conflict with public transportation, such as buses.
• Interference with people trying to reach their own residences, businesses, places of worship and public facilities.

If your event involves street closures, you may be required to obtain traffic safety equipment, and a certified traffic control plan. Depending on the type of event, barricades, traffic cones, signs, etc., may be required. Depending on the type of event and after evaluating roadway conditions, you may be required to properly place this equipment prior to commencing the event. If the closure creates a potential hazard, your organization will be required to contract traffic service from the Yucaipa Police Department and/or Street Division. 3 I P a g e

Dear Resident;
The 2025 Redlands Bicycle Classic is excited to announce that a new stage of this year's race will occur on Friday, April 11, 2025, in the Crafton Hills. We would like to thank all of the residents and businesses along the course for their assistance and patience, as we bring you one of the premier cycling events in the country.

The Crafton Hills Stage is a "circuit" race, which means the cyclists will be completing numerous laps around the course. This will give you an opportunity to see them up close and cheer them on as they pass by your location.

Spectators may walk along the outside of the course, however, please be sure to stay off the course itself. The riders will be exceeding 50 MPH at times, and we want to ensure your safety, as well as the safety of the riders.

With safety as our top primary concern, there will be some local street restrictions and closures in place throughout the day.
6:00am-4:O0pin Sand Canyon Road will be restricted to one lane of travel in each direction, from Crafton Avenue to the south entrance of Crafton Hills College on Campus Drive.

The following street closures will be in effect:
6:00 am — 8:00 am 5'h Avenue east -bound lane from Walnut Street to Crafton Avenue (residents may exit west -bound)
8:00am - 3:00pm
5'h Avenue from Walnut Street to Crafton Avenue.

Walnut Street from 5'h Avenue to Overcrest Drive.

Overcrest Drive from Walnut Street to Tennessee Street.

Tennessee Street from Overcrest Drive to 16th Street.
166 Street from Yucaipa Blvd to Sand Canyon Road.

If you anticipate leaving your business or residence during race time, please understand that there may be a delay, as our marshals must wait until there are no cyclists or support vehicles approaching before they allow you on the course. At that time, you will be allowed onto the course, but only in the direction of the race and you will be required to exit the course at the next opportunity. Refer to the attached map to determine the direction the race will be traveling. Residents living off or WalnutlOvercrest will be directed south to exit onto Overcrest where the course turns on Tennessee Street. Residents on Tennessee Street will be directed east to the first available cross street (18'h, 17`h, or 16'h). Residents in The Reserve will only be able to enter/exit via 18`h Street.

If you are having difficulty getting to a specific location, contact one of our marshals or a law enforcement official.

Our marshals will be strategically placed throughout the course to assist you in getting where you need to go. If you need to leave a residence on the course while the race is in progress, it is imperative that you seek assistance from a marshal before exiting.

For those who live on the course, particularly on 16'h Street, cars parked on the street do present a danger to the racers. If possible, please park your vehicle off of the course ahead of time.

Finally, loose dogs present a significant hazard to cyclists traveling at high speeds. Please ensure that your pet is secured during the event.

For additional information about the Classic, please visit our website at www.redlandsclassic.com .

Thank you in advance for your cooperation,

REDLANDS BICYCLE CLASSIC ORGANIZING COMMITTEE
