BACKGROUND/DISCUSSION:

On May 13, 2024, the City Council approved the FY24/25 Pavement Management Program (PMP).

Included as a part of the PMP is the FY24/25 Pavement Rehabilitation Program (Rehabilitation Program), FY24/25 Asphalt Concrete Berm Program (AC Berm Program), FY24/25 Patching Program (Patching Program), FY24/25 Microsurface Program (Microsurface Program) and the FY24/25 Crack Seal Program (Crack Seal Program).

The Rehabilitation Program includes grinding of existing asphalt and repaving streets with new asphalt.

The Microsurface Program includes application of a thin layer of an asphalt mixture that provides a new roadway surface over the entire street to seal, protect and extend the life of the asphalt structure.

The crack seal and patching processes must be completed first in preparation for the microsurface and rehabilitation processes.

The AC Berm Program includes construction or reconstruction of asphalt concrete berm adjacent to streets where asphalt pavement rehabilitation will occur. The installation of AC berm extends the useful life of the street by preventing water from undermining the asphalt.

The programs are being initiated in order to repair, repave and extend the service life of various asphalt streets as a part of the City's PMP and to meet one of the recently adopted the City Council goals.

Staff publicly advertised the FY24/25 Rehabilitation, AC Berm, and Patching Programs under a single contract for construction bids and on March 6, 2025, five (5) bids were received from contractors as follows:

Contractor
Bid Amount
Matich Corporation
$2,069,922
Vance Corporation
$2,090,420
Onyx Paving Company Inc.
$2,272,000
LCR Earthworks & Engineering
$2,302,273
All American Asphalt
$2,627,680
On the basis of sealed competitive bids received after publicly advertising the programs, Matich Corporation of Highland, CA, is the apparent lowest responsible bidder. Staff has reviewed the bid documents and determined that the documents meet the requirements of the contract specifications.

Matich Corporation has completed several similar projects for the City in the past and their work has been deemed satisfactory. Consequently, staff recommends the award of the contract to Matich Corporation in the amount of $2,069,922.

Staff publicly advertised the FY24/25 Microsurface and Crack Seal Programs under a single bid contract for construction bids and on March 11, 2025, five (5) bids were received from contractors as follows:

Contractor
Bid Amount
Pavement Coatings Co.
209,511
American Asphalt South, Inc.
223,362
Roy Allan Slurry Seal Inc.
241,979
All American Asphalt
245,631
Union Pavement Services 2904
247,202
On the basis of sealed competitive bids received after publicly advertising the programs, Pavement Coatings Co. of Jurupa Valley, CA, is the apparent lowest responsible bidder. Staff has reviewed the bid documents and determined that the documents meet the requirements of the construction contract specifications. Pavement Coatings Company has completed several similar projects for the City in the past and their work has been deemed satisfactory. Consequently, staff recommends the award of the contract to Pavement Coating Company in the amount of $209,511.

Yucaipa Valley Water District (YVWD) recently replaced approximately 1,300 linear feet of water mains on Crestview Drive, Crestview Court and Sutter Avenue. In coordination with the City, YVWD completed temporary trench and asphalt repairs on these streets in anticipation of the City's Rehabilitation Program. In accordance with the City's Engineering Design Standards for asphalt and trench repairs, YVWD would be required to construct permanent trench and asphalt repairs when they complete their pipeline replacement projects within the City. As has been done in the past, and due to the timing and scope of work with the City's Project, YVWD has expressed interest in contributing funding to the City's Project to allow the City's contractor to perform the required permanent trench and asphalt repair work as part of the City's Rehabilitation Project. By performing the trench repairs as part of the City's street rehabilitation work, it will result in a better finished product and will extend the overall life of the pavement by eliminating trenching joints in the asphalt caused by utility pavement cuts and trench repairs.

Staff is recommending that the City Council authorize the Acting City Manager to execute an Infrastructure Construction and Coordination Agreement (Agreement) with YVWD. This Agreement will allow YVWD to contribute $57,714 in funding to the City for the Rehabilitation Program in order to complete the required asphalt trench repairs and repaving on Crestview Drive, Crestview Court and Sutter Avenue.

Completing the rehabilitation of these street segments now with partial funding from YVWD will result in a timely, cost-effective trench repair and improve the overall condition of the asphalt pavement at these locations.

On June 10, 2024, the City Council approved Resolution 2024-30, identifying the FY2024/2025-

FY2028/2029 Measure I Five -Year Capital Improvement Plan. The approved plan includes estimated project costs for PMP subprograms that utilize Measure I funds. In reviewing the approved resolution for consistency with the subprograms, staff discovered that the attachments to the resolution were incomplete. Staff is recommending that the City Council approve a revised resolution with all of the appropriate attachments. Proposed Resolution No. 2025-07 will ensure that the City is in compliance with applicable Measure I requirements.

FISCAL IMPACT:

There is sufficient funding in the FY25 Budget to accommodate recommendations 1 through 7.

Recommendation 8 provides funding of $57,714 to the FY25 Capital Improvement Program.

Recommendation 9 results in no fiscal impact.
