SUBJECT: Award of Contract — FY24/25 Striping Program — Project No. 11229 5 RECOMMENDATION:
That the City Council:
1) Award and authorize the Acting City Manager to execute a contract, and the Acting City Manager or their designee administer the terms of the contract to the lowest responsive bidder, Cal Stripe Inc. of Colton, CA, in the amount of $55,772 for the FY24/25 Striping Program — Project No. 11229 (Project); and
2) Approve the amounts of $8,350 for construction contract contingency and the amount of $4,000 for construction contract administration, staff time, and inspection, for a total construction budget in the amount of $68,122; and
3) Authorize the Acting City Manager or their designee to administer the distribution of the contract contingency; and
4) Approve the plans and specifications prepared for the Project.
BACKGROUND/DISCUSSION:
On May 13, 2024, the City Council approved the FY24/25 Pavement Management Program (PMP).
Included as a part of the PMP is the FY24/25 Striping Program (Project).
The Project includes installation of new striping and revitalization of existing pavement striping and markings throughout the City as part of the City's overall PMP. The proposed locations include Calimesa Boulevard (Oak Glen Road-Wildwood Canyon Road), Comstock Drive, the intersections of Oak Glen Road/Bryant Street, Sunnyside Drive/Bryant Street, Yucaipa Boulevard/l4th Street/Sand Canyon Road, Oak Glen Road/14th Street/Calimesa Boulevard, Wildwood Canyon Road/6th Street, and various sections along Oak Glen Road, Avenue E, and Avenue H.
Staff publicly advertised the Project for construction bids and on March 5, 2025, four (4) bids were received from contractors as follows:

On the basis of sealed competitive bids, received after publicly advertising the programs, Cal Stripe Inc. of Colton, CA, is the apparent lowest responsible bidder. Staff reviewed the bid documents and determined that the documents meet the requirements of the contract specifications. Cal Stripe Inc. has completed several similar projects for the City in the past and their work has been deemed satisfactory.
Consequently, staff recommends the award of the contract to Cal Stripe Inc. in the amount of $55,772.
FISCAL IMPACT:
The recommendations result in the use of existing FY24/25 budget in the PMP Fund of $68,122.

AGREEMENT
THIS AGREEMENT is made and entered into this 14th day of April 2025 by and between the City of Yucaipa, a municipal corporation, hereinafter referred to as "City," and

WITNESSETH, in this consideration of their covenants, the parties hereto agree as follows:
The contract documents for the Project shall consist of the Notice Inviting Sealed Bids, Instructions to Bidders, Proposal, General Specifications, Standard Specifications, Special Provisions, Plans, and all referenced specifications and appendices, together with this Agreement and all required bonds, insurance certificates, permits, notices, and affidavits; and also including any and all addenda or supplemental agreements clarifying, amending, or extending the work contemplated as may be required to ensure its completion in an acceptable manner (collectively, the "Contract Documents"). The Contract Documents are made a part hereof as though fully set forth herein.
In consideration of such work, City agrees to pay Contractor, and Contractor agrees to accept the sum of Fifty -Five Thousand Seven Hundred and Seventy -Two Dollars and no cents ($55,772.00) in the manner provided in the Contract Documents and subject to adjustment provided therein.
Concurrently with the execution of this Agreement, Contractor shall file with the City the bonds and certificates of insurance specified in the Contract Documents and subject to adjustment provided therein.
This Contract shall not be assigned without the written permission of the City Council.
IN WITNESS WHEREOF, the parties hereto have executed this instrument the day and year first above written.
