That the City Council:

2) Authorize the recordation of the Notice of Completion for the Project; and 3) Accept the as -built documents for the Project.
BACKGROUND/DISCUSSION:
On March 13, 2023, the City Council approved the FY23/24 Pavement Management Program (PMP), which included the recommended pavement maintenance and rehabilitation projects to be completed with the FY23/24 Pavement Rehabilitation and Patching Program (Project). The approval of the PMP also included approval of other PMP sub -programs such as the Concrete, On -call Asphalt Repair and Microsurface programs. The approval and implementation of the PMP programs are aimed at repairing, repaving and extending the service life of various transportation facilities maintained by the City in alignment with the 2024 City Council goal to improve road maintenance.
After going through the public competitive bid process, on June 24, 2024, the City Council awarded a contract to Matich Corporation in the amount of $1,728,769 to complete the Project. The City Council also approved a contract contingency amount of $170,000 for a total construction contract budget in the amount of $1,898,769. Shortly after awarding the contract, Yucaipa Valley Water District (YVWD) completed two water main replacement projects on Grandview Road and Acacia Avenue. Consistent with past coordination efforts, City staff met with YVWD regarding the pavement repair requirements and to discuss the possibility of a paving agreement. As a result, a paving agreement was developed to collaboratively address required pavement repairs with a full roadway section pavement rehabilitation. This approach was aimed to address YVWD required pavement repairs, while
simultaneously extending the overall life of these two roadways in a cost effective and timely manner.
In August 12, 2024 Council approved the pavement agreement with YVWD. This approval resulted in a YVWD contribution of $125,351 in funding to the Project to complete the required asphalt trench repairs on Grandview Drive and Acacia Avenue. The approval also included a corresponding increase in the amount of $125,351 for a total authorized construction budget in the amount of $2,024,120 to accommodate the additional contract work. Staff inspections were performed during construction and upon completion to ensure that the work was completed in accordance with the plans and contract specifications. The contract work has been completed for a total cost of $1,869,046, which is $155,074 under the authorized construction contract budget for the Project.
FISCAL IMPACT:
The recommendations do not result in a fiscal impact.
