SUBJECT: Construction Update - County Line Road Corridor Improvement Project RECOMMENDATION:
That the City Council receive an update regarding the construction of the County Line Road Corridor Improvement Project.
BACKGROUND/DISCUSSION:
The County Line Road Corridor Improvement Project (Project) will improve County Line Road between Bryant Street and Calimesa Boulevard. The Project includes the construction of roundabouts at several intersections and the installation of curb/gutter, sidewalk, driveway approaches, drainage improvements, bike lanes and utility relocations. The construction and construction contract for the Project is being managed by the City of Calimesa in accordance with the executed SB1 Local Partnership Program (LPP) Grant Funding Agreement between both cities approved by the Yucaipa City Council on October 26, 2020.
The majority of the Project has been completed, with the exception of the final asphalt repairs and paving for the improved roadway segments and intersections. The final paving, as well as the repaving of the street segments not included in the Project, are planned to take place after all of the underground utility work along the corridor is completed.
The following utility companies are completing (or have completed) underground utility work within the Project's limits:
• Southern California Edison (SCE)
• South Mesa Water Company (SMWC)
• Yucaipa Valley Water District (YVWD)
• Frontier Communications
• Spectrum/Charter Communications
• Southern California Gas Co
• San Gorgonio Pass Water Agency (SGPWA),
• California Department of Water Resources (DWR)
City staff has been coordinating with the City of Calimesa and the various utility agencies listed above to ensure the following:
1) The City of Yucaipa and City of Calimesa are updated with the scope of work and schedule for all planned utility work along County Line Road; and
2) The costs for the final pavement and repaving planned along County Line Road are estimated and agreed upon in advance, to ensure the Cities of Yucaipa and Calimesa share these costs equitably; and
3) Utility agencies performing work along the corridor either complete the required trench/pavement repairs in accordance with the applicable City standards, or contribute financially towards their fair share of the final pavement costs. 4) Utility work schedules are coordinated, planned and permitted by the City of Yucaipa and City of Calimesa. Issuance of permits incorporates specific conditions for the utility work such as requirements for any street closures and/or detours proposed by the utility agencies to accommodate safe work areas.
Additionally, The following list represents several facts and updates on the status of the ongoing utility construction taking place along this corridor:
• The Construction contract for the Project is managed by the City of Calimesa. While several minor contract items are currently being addressed prior to formal acceptance of the contract work, the improvements are substantially complete and all facilities/roundabouts have been opened to traffic.
• South Mesa Water Company (SMWC), owns waterlines along the corridor, and their construction project for the replacement of these lines began in the fall of 2024. • The SMWC project is substantially complete, and the Cities of Yucaipa and Calimesa are currently working with SMWC to determine the required final pavement repairs associated with their trench construction, and/or develop an agreement that identifies the appropriate amount for SMWC to contribute financially for the repaving within the limits of their Project. • The old SMWC watermain located in County Line Road that is being replaced with their current project is planned to be rehabilitated and reused. The rehabilitated pipeline will serve as a gravity water transmission pipeline for the San Gorgonio Pass Water Agency (SGPWA), and is planned to convey water to a groundwater recharge basin in Calimesa, located west of 3rd Street just south of County Line Road.
• SGPWA is the lead agency for this project, is currently finalizing the design and construction documents, and anticipates construction to begin this summer. This will require additional underground work on County Line Road between Bryant Street and 4th Street. • SGPWA Project construction is anticipated to be completed in September of 2025. • The Cities of Yucaipa and Calimesa have communicated the schedule to repave County Line Road segments once all utility work within County Line Road has been completed, as early as October/November of 2025.
