SUBJECT: CAL FIRE Local Responsibility Area Fire Hazard Severity Zone Update RECOMMENDATION:
That the City Council receive and file an update to the CAL FIRE Local Responsibility Area (LRA) Fire Hazard Severity Zones (FHSZ) affecting the City of Yucaipa and surrounding jurisdictions.
BACKGROUND/DISCUSSION:
Government Code 51178 mandates that the State Fire Marshal identify Fire Hazard Severity Zones based on consistent Statewide criteria. FHSZ's in the LRA have been identified since the 1992 Bates Bill (AB337), in 2021 CAL FIRE began the process of re -analyzing FHSZ's with better ember cast modeling. On March 24th, 2025, the Office of the State Fire Marshall released Phase 4 of the Statewide FHSZ updates which included the City of Yucaipa. Executive Order N-18-25 mandates municipalities have 120 days to adopt CAL FIRE's FHSZ zones and California Fire Code 7A Building Standards within all very high and high FHSZ's in the LRA. This update has also added the moderate hazard severity zone within the LRA.
FISCAL IMPACT:
There is no fiscal impact.
