Item No. 3
AGENDA REPORT
DATE: April 28, 2025
TO: Honorable Mayor and City Council
FROM: Fermin Preciado, Director of Development Services/City Engineer Landon Kern, Assistant City Engineer L1l
Katrina Kunkel, Assistant Engineer ZK rofz- KK
SUBJECT: Draft FY2025/2026 Pavement Management Program
RECOMMENDATION:
That the City Council:
1) Review and approve the Draft FY2025/2026 Pavement Management Program; and 2) Approve the recommended pavement maintenance and rehabilitation projects for FY2025/2026.
BACKGROUND/DISCUSSION:
The Pavement Management Program (PMP) was initially prepared and approved by the City Council in 1998. It has since been updated on an annual basis and "recalibrated" through field testing and analysis every five years in 2003, 2008, 2013, 2018 and the most recent analysis completed in 2023.
The recalibration process is done in order to provide an updated Citywide assessment of the current street network pavement conditions and has historically been the primary resource used as the basis for prioritizing the streets to be maintained or rehabilitated. Results of the 2023 analysis show that the City has a current Pavement Condition Index (PCI) of 58, with the national average for cities being 60-65. The analysis provides street segment maintenance and/or rehabilitation recommendations based on budget and maximizing the City's overall PCI. The amount of funding allocated annually to the PMP directly impacts the City's overall PCI.
The following graphic depicts the City's current PCI, national average PCI and the estimated PCI at the end of the current five-year cycle:

The following table provides information on potential funding scenarios and their resulting impacts on the City's overall PCI. The table includes three (3) different examples of annual budgets for each year of a five-year cycle aimed to achieve a target PCI, and the additional funding needed for each example.

range
As shown in the table above, the current funding allocations result in a projected reduction in overall PCI from 58 to 54. Additional funding in the amount of $2.23 million per year would be necessary to maintain the overall PCI of 58. In other words, increasing annual general fund allocations more than $2.3 million per year towards the PMP would be necessary to improve the overall PCI.
One of the goals approved by the City Council in 2023 was a to "Take a more inclusive and aggressive approach to road maintenance". To accomplish this goal, additional equipment, staff and resources were authorized by the City Council to address potholes and asphalt failures as part of the City's Public Works operations. In addition, staff logged and included input provided by residents related to asphalt street conditions throughout the City during the process of developing the proposed FY2025/2026 PMP.
Utilizing the results of the 2023 analysis and incorporating a more inclusive and aggressive approach, a five-year plan of prioritized streets to be maintained and rehabilitated was prepared for and approved by the City Council in 2024. The proposed FY2025/2026 PMP is year two of the five-year cycle resulting from the City Council approved 2023 analysis.
Staff is recommending the following maintenance and rehabilitation methods for the FY2025/2026 PMP.
• Microsurface:
The application of a crack seal epoxy followed by a 3/8 inch layer of an asphalt mixture that provides a new sealed roadway surface across the entire street while leaving the existing asphalt pavement in place. This "surface treatment" method is recommended for streets that have small, shallow cracks, and will protect and seal the asphalt from water penetration to extend the life of the pavement while providing a rideability and aesthetic enhancement. 2" Overlay Cap)
Placement of 2 inches of new asphalt over the entire roadway surface (Overlay). This method is recommended where the structural base of the roadway is in good condition or was recently constructed but the final overlay (Cap) was not installed. This method will primarily occur along County Line Road.
Edge Mill and Overlay
The removal or milling of 1 to 2 inches of the top section of pavement approximately 4 to 6 feet wide, along the outer edges of roads (Edge Mill), followed by the placement of a 1.5-inch thick layer of new asphalt over the entire roadway surface (Overlay). This method is recommended where a new layer of asphalt pavement can repair larger/deeper cracks and seal the roads from water penetration while providing a new roadway surface.
Full Width Mill and Overlay:
The removal or milling of 1 to 2 inches of the top section of pavement of the entire roadway, followed by the placement of a 2 to 3 inch layer of new asphalt over the entire roadway surface (Overlay). This method is recommended where a thicker layer of new asphalt pavement can repair streets with more significant cracking and raveling providing for a better structural section and new roadway surface.
Full Removal and Rehabilitation:
The removal and milling of the entire existing asphalt pavement as well as the top layer of base soil beneath the roadway. After milling the asphalt grindings are blended into the existing soil and compacted to form a new structural base for the new asphalt section. This method is recommended when the street is not repairable with the other methods and this process results in a new paved street.
The Draft FY2025/2026 PMP includes these recommended methods by street segment and is being presented for the City Council's consideration.
Funding for the FY2025/2026 PMP includes Road Maintenance and Rehabilitation Account funds
(RMRA), Measure I funds, Highway User Tax Account (HUTA Gas Tax) funds and funding provided by other agencies as part of paving agreement funding commitments. In previous years, annual funding for the PMP included approximately $880,000 in unrestricted (General Fund) funds. Over the last two fiscal years the General Fund has not contributed to funding the PMP.
Measure I funding comes from half -cent sales tax collected throughout San Bernardino County for transportation improvements including road maintenance.
HUTA Gas Tax is the state's gasoline tax revenue. This tax is collected from the sale of gasoline and diesel fuel and is then distributed to cities and counties for transportation improvements and road maintenance purposes. In California, the HUTA State Gas Tax is currently set at 36 cents per gallon.
In 2017, Senate Bill (SB) 1 created the Road Maintenance and Rehabilitation Program (RMRP) to address deferred maintenance on State and local streets resulting in RMRA funds for the City's PMP.
Funding for the current five-year cycle includes funds from the accumulated balance of Measure I funds, which were not programmed during previous PMP cycles. The table below includes the proposed funding for the FY2025/2026 PMP:
