AGENDA REPORT
DATE: June 9, 2025
TO: Honorable Mayor and City Council
FROM: Megan Wolfe, Director of Community Services INN
SUBJECT: AAC Playground Boards
RECOMMENDATION:
5 That the City Council authorize the installation of Augmentative and Alternative Communication (AAC) Playground Boards.

BACKGROUND/DISCUSSION:

On March 26, 2025, Jennifer Lozano, representative of Playing Our Park Speech Therapy, P.C. presented information to the Park and Recreation Commission on AAC Playground Boards and their benefit to the community members with special needs. An AAC Playground Board is a visual support tool used to facilitate communication for individuals with limited verbal abilities. It features symbols or pictures that represent various words or phrases, enabling children and adults with speech and language impairments to express their thoughts, needs, and emotions more effectively. By pointing to the symbols, they can communicate with others and engage more fully in social interactions.

The introduction of communication boards in the City of Yucaipa parks with playgrounds can significantly impact the lives of children and adults who face communication challenges. The AAC Playground Boards foster inclusion, ensures equal access to recreation, and would make Yucaipa a more disability -friendly community. They can be made from wood or plastic and range in size but the recommended size for City of Yucaipa parks is 49"x 32". The cost will be approximately $2,000 per board including installation materials. The plan is to have the costs covered by donations received from local businesses. If approved, the donation efforts will be led by Jennifer Lozano and the installation will be completed by City staff.

On April 23, 2025, the Park and Recreation Commission discussed adding AAC Playground Boards to City Parks. The item carried 5-0 to move to City Council for consideration.

FISCAL IMPACT:

The recommendation does not result in a fiscal impact.

WHAT IS A COMMUNICATION BOARD?
A communication board is a strategically curated display of symbols and images designed to facilitate expressive communication. Users interact with the board by pointing to or touching specific images, allowing for a form of dialogue without relying solely on verbal skills.

This tool is particularly invaluable for children and individuals with communication challenges, such as those with Autism Spectrum Disorders, Apraxia of Speech, or multiple disabilities. By using the board, these individuals can effectively convey their thoughts, needs, and emotions to caregivers, peers, and community members.

Our communication boards are tailored to suit various environments, each featuring a vocabulary set that is contextually relevant to the specific location where the board is installed. Additionally, every purchase comes complete with user guidelines, ensuring that the board serves its purpose effectively and inclusively.

BENEFITS
Inclusion
Children can use the
communication board to interact
with play areas and to
communicate and connect with
other children on the playground.

Communication
Children can communicate with their
caregivers and peers through the use
of picture symbols.

Awareness
Some of our boards include language to
promote public awareness of speech -
language evaluations and services, and
special education services.

Learning
Like most other accessibility designs
communication boards will also facilitate
young children's learning of new
vocabulary and reading.

DIFFERENT PLACES, DIFFERENT WORDS NEEDED
The first step in the process would be to
identify the locations within your city that
would benefit the most from
communication boards. If you city budget
allows, consider making a communication
board a line item for any public location in
your town.

Once you have identified the locations, our
team will help you identify which boards
would be most appropriate for that
location. Depending on your the location,
our team may recommend customization
options.

One example is the word "swim" this is
likely a lot more relevant word if the
communication board will be placed at a
waterpark than at a playground.

Materials:
• Plastic (6MM PVC/Sintra): These long-lasting signs are printed with UV ink on durable 6MM PVC plastic, making them suitable for both indoor and outdoor use. The plastic boards can be placed on wood back posts or attached to fences using zip ties or other methods. • Aluminum: Made from 3mm aluminum sheets sandwiching a solid polyethylene core, our aluminum signs are weather -resistant and perfect for water activity environments. They are printed with eco- friendly, weather, fade, and abrasion -resistant UV ink, and an optional extra UV protection glossy layer can be added for further protection. • Wooden (High -Density Fiberboard): Weather -resistant wooden signs are printed using a four-color UV printing process on high - density fiberboard. They are eco-friendly and resistant to weather, fading, and abrasion. These signs are approximately 0.5" thick. If you prefer a more natural look and want an environmentally friendly option, wooden signs might be the right choice. Unfinished edge may require additional protection with a wood finisher.

08 Height Guidelines:

These are not billboards for adults; our communication boards are installed at a child's eye level, making every interaction kid -friendly and easily accessible.

To ensure your communication boards
are both accessible and effective, it is
crucial to consider various factors when
deciding on their installation heights.

Our guidelines are meticulously
designed to accommodate the diverse
needs of all users, including children
and individuals using wheelchairs. This
section provides detailed height
recommendations for our
communication boards, tailored to
optimize visibility, reach, and usability
across different environments and
audiences.

Balancing Board Size and Installation
Height for Diverse Age Groups
The height at which boards are installed should be determined based on the average eye level of the primary users in that environment. For instance, boards intended for preschool -aged children should be placed lower to accommodate their shorter stature, ensuring that all symbols and words are within easy sight and reach.

Medium (29x19 inches)
The medium-sized boards (29x19 inches) serve as an excellent example of how these factors must be adjusted based on the age and height of the children group using the board.

We aim to foster autonomy among young
learners. Placing boards at their eye level
allows them to use these tools independently,
without needing help from adults. This
promotes self -guided learning and
interaction, essential elements in their
developmental journey.

Positioned too high, they become billboards; too low, they are overlooked. Just right, they are powerful tools for

In environments where communication boards are used by children, it's crucial to install these tools at heights that are accessible and engaging for the specific age groups they serve. To cater to the needs of children from Pre-K to 5th grade, we have specific recommendations for the placement of the top of the board relative to the floor.

Balancing Accessibility Across Ages
• Finding the Middle Ground: In playgrounds where space is shared across a broad age range from Pre-K through 5th grade, finding a compromise height that accommodates all users is key. Installing the board at an intermediate height of 34-36 inches can serve as an excellent middle ground. This height makes the board accessible to younger students while still being comfortably usable by older children.

Ensuring Accessibility for Wheelchair Users
Creating an inclusive environment means ensuring that our communication boards are fully accessible to everyone, including those using wheelchairs. To achieve this, specific considerations must be made regarding the installation heights and positioning of the boards. Here's our approach to making sure every word on our communication boards is within reach for wheelchair users:

ADA Compliance:

We follow the Americans with
Disabilities Act (ADA) guidelines
closely to determine the optimal
heights for our communication
boards. These standards help ensure
that individuals in wheelchairs can
easily see and interact with the board
without any physical strain.

Consider Placement for Pre-k to 2nd
To accommodate the seated position of wheelchair users, we recommend installing the boards such that the entire content, especially the uppermost words, is comfortably within line of sight and reach. This typically means that the center of the board should not be higher than 48 inches from the floor, allowing full visibility and usability.

Unobstructed Access:

It's crucial that the area in front of the communication boards is kept clear of any obstacles that might hinder a wheelchair user's ability to get close enough to use the board effectively. This includes ensuring adequate space for maneuvering wheelchairs without restriction.
