SUBJECT: Award of Contract — Fire Station #2 Concrete Repair Project — Project No. 11230 RECOMMENDATION:

That the City Council:
1) Award and authorize the Interim City Manager to execute a contract, and the Interim City Manager or her designee administer the terms of the contract to the lowest responsive bidder, 4D Surface Management of Yucaipa, CA in the amount of $193,385 for the Fire Station #2 Concrete Repair Project — Project No. 11230 (Project); and 2) Approve the amounts of $48,000 for construction contract contingency and the amount of $20,000 for construction contract administration, staff time, testing, and inspection, for a total construction budget in the amount of $261,385; and 3) Authorize the Interim City Manager or her designee to administer the distribution of the contract contingency; and
4) Approve the plans and specifications prepared for the Project.

BACKGROUND/DISCUSSION:

The Fire Station #2 Concrete Apron Repair Project (Project) is included in the FY 2024/25 Capital Improvement Program (CIP). Improvements are needed to maintain access and accommodate current and future equipment in the parking lot of the City of Yucaipa Fire Station #2 located at 32664 Yucaipa Boulevard. Age and wear -and -tear have degraded the existing paved parking lot surface causing cracks and puddling during rain events. The Project includes the removal of the existing paved surface, construction of new PCC concrete pavement and a retaining wall to accommodate the transition to existing site features. These improvements will replace the failing pavement and resolve drainage issues. The Project will add years to the operational life of the fire station facility, and meet the adopted 2025 City Council goal to enhance emergency preparedness/management capabilities.

The Project was advertised for construction bids on April, 9th, 2025. On May 12th, 2025, ten (10) sealed bids were received and opened as follows:

4D Surface Management of Yucaipa, CA, is the apparent responsive low bidder. Staff reviewed the bid documents and has determined that the documents meet the requirements of the construction contract specifications. 4D Surface Management has performed similar work for other agencies, and their work has been deemed satisfactory. As a result, staff recommends that the City Council award and authorize the Interim City Manager to execute a contract for the Project with 4D Surface Management in the amount of $193,385.

FISCAL IMPACT:

The Project cost in the amount of $261,385 is included in the adopted FY25 Capital Improvement Program.
