AGENDA REPORT
Item No. 10
DATE: June 9, 2025
TO: Honorable Mayor and City Council
FROM: Cory Gorham, Senior Management Analyst
SUBJECT: Adopt Resolution 2025-15 — Designation of Authorized Agents for Emergency Management Performance Grant (EMPG)
RECOMMENDATION:

That the City Council:

1. Adopt Resolution No. 2025-15, A Resolution of the City Council of the City of Yucaipa, California, Designating Authorized Agents for the Purpose of Applying for and Administering the Emergency Management Performance Grant (EMPG).

2. Authorize the designated agents to execute for and on behalf of the City of Yucaipa any actions necessary for the purpose of obtaining federal financial assistance under the EMPG Program.

BACKGROUND/DISCUSSION:

The Emergency Management Performance Grant (EMPG) Program is a federally funded grant administered by the Federal Emergency Management Agency (FEMA) and sub -granted through the California Governor's Office of Emergency Services (Cal OES). The purpose of the EMPG is to support comprehensive emergency management programs at the local level and to encourage the improvement of mitigation, preparedness, response and recovery capabilities for all hazards.

The City of Yucaipa participates in the EMPG Program annually in coordination with Cal OES.

This partnership allows the City to strengthen its local emergency preparedness programs and sustain its capacity to prevent, mitigate, respond to, and recover from disasters. Over the past five years, grant funding has supported personnel costs related to the planning and implementation of biannual CERT training, CERT refresher course, management of the CERT volunteer program, emergency management training for City staff, and continuation of the Sound the Alarm — Home Safety Campaign in which smoke alarms are installed in the coaches of mobile home residents.

EMPG funding varies each year and grant awards are determined through a calculation of a base amount plus an add -on based on population served. Listed below are the grant award amounts for the last two program years.

Program Year
Grant Award
2023
$16,837
2024
$15,561*
2025
TBD
*The FY24 Project Approval Notification Letter has not been received yet.

In compliance with the City's Grant Administration Policy and Purchasing Policy and Procedures, the City Manager (or designee) is authorized to apply for and accept the grant awards based on the grant award falling within the purchasing authority limits.

As a requirement of the grant, Cal OES mandates that applicants submit a Governing Body Resolution designating one or more Authorized Agents (AAs) by name or position title. These AAs are empowered to act on behalf of the governing body to execute actions necessary for each grant application and subaward. The resolution may remain valid for up to three grant cycles. If approved, the resolution will apply towards program years 2023, 2024, and 2025.

FISCAL IMPACT:

The recommendations do not result in a fiscal impact.
