Item No. 12

AGENDA REPORT
DATE: June 9, 2025
TO: Honorable Mayor and City Council
FROM: Fermin Preciado, Director of Development Services/City Engineer Fe Landon Kern, Assistant City Engineer y, ►..

Katreina Kunkel, Associate Engineer
SUBJECT: Approval of Final Tract Map No. 20146
RECOMMENDATION:

That the City Council:
1) Find that Final Tract Map No. 20146 is in substantial conformance with the previously approved tentative map; and
2) Approve Final Tract Map No. 20146 in accordance with the Conditions of Approval; and 3) Accept any and all dedications for public -right -of way and easements as offered and described on the map for street and public utility purposes; and
4) Accept securities, any substantive changes shall be reviewed and approved by the Interim City Manager and the City Attorney; and
5) Authorize the City Clerk and City Engineer to sign the map evidencing the City Council's approval; and
6) Authorize staff to process and file the map with the San Bernardino County Assessor -Recorder - County Clerk's Office.

BACKGROUND/DISCUSSION:

On January 20, 2022, Tentative Tract Map 20146 was conditionally approved by the Planning Division to permit the subdivision of a 5.1-acre property located at the corner of 2nd Street and Burgandy Court into a 32 unit detached multi -family residential project, Consistent with the City's Development Code, a tentative map is valid for up to an 8-year period (pending review/approval of applications for extensions) allowing the applicant/developer to complete the necessary requirements prior to requesting City Council's approval and recordation of a final map. In some cases, projects have also been eligible for additional time extensions as a result of State laws that automatically apply during hardships. For example, in 2020, Assembly Bill 1561 was signed into law and extended the validity of housing

entitlements such as tentative maps by an additional 18 months due to impacts from the COVID-19 pandemic.

The City Council's consent is required to approve/authorize the recordation of final maps, to accept securities/bonds for the subdivision and to accept offers of dedication for public -right-of-way. The offers of dedication included in this final map result in a thirty-three (33) foot half -width right-of-way along 2nd Street and a thirty (30) foot half -width right-of-way along Burgandy Court, which is consistent with the City's General Plan.

It is the responsibility of the applicant/developer to demonstrate that the project Specific Conditions of Approval have been met prior to requesting the City Council's approval of the final map. Staff has conducted a Condition Compliance Review and all necessary Conditions of Approval required to be met prior to approval and recordation of the fmal map have been met.

With the City Council's approval, Final Tract Map No. 20146 can be recorded and the applicant/developer can proceed with the preparation of the engineering plans, construction documents and applicable permit applications to construct the residential units, street improvements and other associated public infrastructure.

FISCAL IMPACT:

The recommendations do not result in a fiscal impact.
