SUBJECT: Offer of Dedication for Road and Public Purposes from property located at 33333 Yucaipa Boulevard; APN 0318-031-19
RECOMMENDATION:
That the City Council:
1) Approve and accept an irrevocable Offer of Dedication of an easement for Public Roads and Public Utilities from Garey D Teeters Revocable LIV TR 2012 on property identified as APN: 0318-031-19; and
2) Authorize the Interim City Manager or her designee to execute the necessary documents to complete the acceptance and recordation process.
BACKGROUND/DISCUSSION:
Offers of dedication for roads and public purposes in the form of an easement from private property owners are typically required for the benefit of the public when a property is developed or when it is needed for public infrastructure. City Council approval is required to accept offers of dedication.
The City of Yucaipa constructed street widening, drainage, and sidewalk improvements at 10th Street and Yucaipa Boulevard with the completion of the 10th Street Low Water Crossing Replacement Project in 2007 (LWC Project) as well as the Yucaipa Boulevard widening project in 2008. With the LWC Project, the City also completed the extension of the Chapman Heights storm drain system to Wilson Creek. Recent inspections of this storm drain system (near the 10th Street intersection with Yucaipa Boulevard) have shown that the existing pipe requires improvements and repair. As a result, the FY2024/2025 Capital Improvement Program (CIP) includes $485,000 in funding for the 10th Street Storm Drain Project. In order to facilitate the 10th Street Storm Drain Project City staff coordinated with the private property owners to ensure that the existing and future public facilities maintained by the City of Yucaipa will be located within the appropriate public easements and public right-of-way.
This Offer of Dedication provides the City with the public easements and applicable half -street right- of-way widths for Yucaipa Boulevard and 10th Street required by the General Plan.
FISCAL IMPACT:
The recommendations do not result in a fiscal impact.
