SUBJECT: Reject All Bids — Demolition of Residential Structures, Avenue E Intersections Improvement Project — Project No. 10788
RECOMMENDATION:
That the City Council:
1) Reject all bids for the Demolition of Residential Structures — Project No. 10788; and 2) Direct staff to clarify the scope of work in the bid documents and re -advertise the project for construction bids.
BACKGROUND/DISCUSSION:
As part of the Avenue E Intersections Improvements Project (Project), the City Council approved the phased construction of five roundabout intersections along Avenue E, requiring a total of thirty permanent right-of-way easements. The Project includes constructing single or dual lane roundabouts, concrete curb and gutter, concrete driveway approaches, sidewalk, ADA curb ramps, asphalt pavement, fencing improvements, grading, and storm drain improvements at the intersections of Avenue E at 5th Street, 4th Street, 3rd Street, 2nd Street, and Bryant Street. The Project will replace multi -way stops at these intersections with a single lane roundabout at the intersections of 2nd Street and 3rd Street with Avenue E and a dual lane roundabout at the intersections of Bryant Street and Avenue E, 4th Street and Avenue E, and 5th Street and Avenue E. Phase 1 of the Avenue E Intersections Project included the intersections of Avenue E with 2nd Street and 3rd Street and was completed in June 2024. All proposed improvements are consistent with the City's General Plan Transportation Element.
Phase 2 of the Project includes the acquisition of permanent easements from eleven properties located at the intersections of Avenue E at 4th and 5th Street. The acquisition of these permanent easements allows for the construction of the roundabouts at the two intersections. All eleven acquisitions and the appropriate dedications of public right-of-way required for the construction of Phase 2 of the Project have been completed. Staff will return to Council with a recommendation regarding the disposition of the remainder property not required for the Project, which may include selling the property and returning the proceeds of the property sale to the Project budget.
To prepare for the disposition and sale of the remainder property, demolition of two residential structures is required in anticipation of the roundabout construction. These structures are located on the properties located at the southeast corner of Avenue E and 4th Street and at the northwest corner of Avenue E and 5th Street.
The project to demolish the residential structures was advertised for construction bids on May 13, 2025. On May 28, 2025, four sealed bids were received. Two of the four bids received contained errors, which were similar in nature, indicating that the bid proposal form and bid requirements were interpreted differently by the bidders. Although two bidders completed the bid forms correctly, staff has determined that several modifications to the bid documents are necessary to ensure accurate and consistent interpretation of the bidding requirements, and to ensure the bids received are responsive and competitive.
As a result, staff is recommending that the City Council reject all bids and direct staff to clarify the scope of work in the bid documents and re -advertise the project for construction bids.
FISCAL IMPACT:
There is no fiscal impact.
