SPECIAL EVENT PERMIT
WELCOME TO THE CITY OF YUCAIPA
Thank you for your interest in hosting a Special Event in the City of Yucaipa. The Community Services Department
created this application to help you host a successful and exciting event here in Yucaipa. Please review and complete the following application in accordance with the provided information. A special event in the City of Yucaipa is
defined as a "Carnival", "Community Celebration", or
"Outdoor Festival" which includes the use of amplified
sound and/or estimated attendance equal to or exceeding 300 people on City or private property. Except as otherwise provided by state law, no person or entity shall operate, maintain, conduct, advertise, or provide admission for any temporary special event within the City of Yucaipa without possessing a permit for each such temporary special event (Ord. No. 384).
PROCEDURES
A complete permit application may be filed as early as one (1) year before the event, but it must be received no later than three (3) months before the actual event date. Any organized activity involving the use of, or having impact upon, public property, facilities, public parks, sidewalks or street areas requires a permit. Applicants requesting a waiver of fees or services must submit their application a minimum ofsix (6) months in advance.
The permit application process begins when you submit a complete Special Event Permit application. Keep in mind that acceptance of your application should in no way be construed as final approval or confirmation of your request. Upon receipt of your application, the Special Events Supervisor will help guide you through the permit process. Copies of the application are forwarded and reviewed by all affected departments and/or agencies. During the review process, you will be notified if your event requires any additional information, permits, licenses or certificates. During our initial application screening process, you will be allowed time to provide us with all pending documents. We must receive these items before issuing a Special Event Permit (i.e., certificates of insurance, secondary permits, etc.). Delays in providing these items often delay our ability to finish our review and approve your application in a timely manner. Special Event Permits can be approved administratively by City management under specific limited criteria. Events that exceed those criteria will require the approval of City Council:
City Management/Administrative Approval
• Estimated attendance 300-999 persons
• Amplified Sound (excluding Special Event Facilities)
City Council Approval
• Estimated attendance 1000+ persons
• Alcohol Service (excluding Community Centers and YPAC) • Street Closure - traffic management
• Fee Waiver/Co-Sponsorship/In-Kind (Community Activity Grant Application required)

Hiring a professional cadre of uniformed security personnel is the foundation and basic strength of our business. Keepers builds quality into our service from the start by hiring the most qualified employees in the market. We take pride that our procedures select the best people. POST TRAINING & BASIC SECURITY TRAINING
We take pride in providing the best possible training in guard protection to our security guard officers and supervisors.
We believe that training will prepare our security officers for real life situations at our client post. It's important to hire the highest quality individuals with the best instincts for work, it is critical that we sharpen and refine those basic talents with quality training. Keepers Security Services will provide the following training to all security officers assigned to our client's post:
Radio Procedures- Officers learn to make clear and accurate radio transmissions.
High Image Standards - It is imperative that the security officers present an image to the employees and visitors that are favorable to our client while maintaining a professional security image. Keeper's Security Services is aware of that fact that our security officer's behavior and performance will reflect directly on our clients.
Conflict Management - this course is designed to teach security guard officers to recognize and control potentially volatile situations. The course helps security guards officers develop appropriate guard protection, which is the ability to recognize behavior that could result in serious injury or damage to property.
Proper Report Writing - all activities of Keeper's Security officers will be properly documented. Any incidents resulting in damage to property or jeopardizing the safety of employees or the general public will be thoroughly documented on Daily Activity Report (DAR). Other security guard protection training includes report writing, administrative practices and related document preparation and submission.
Jurisdiction and limitations of the Security Guard Services- While the scope of work and responsibilities for the security staff are extensive, there are limitations to the jurisdiction and authority granted to security officers. Security guards do not have powers of arrest. To prevent lawsuits and embarrassment to our client, security guard officers are properly trained in jurisdiction and limits of authority. NO ONE ELSE HAS TO D!E.
The opioid epidemic and drug overdose crisis continue to pose significant public health challenges in the United States. Nearly 108.000 people died from drug overdoses in 2022, with approximately 82,000 (76%) of those deaths involving opioids. Youth have experienced persistently elevated overdose death rates in recent years, emphasizing the urgent need for targeted prevention measures that expand access to overdose prevention resources like naloxone and fentanyl test strips.

1. **First Aid Station(s)**: First aid station is located at the festival according to the attached map, and near the main stages, food areas, and popular art exhibits. These stations should be easily identifiable with signage and staffed with medical personnel (EMTs, paramedics, etc.).
2. **Mobile Medical Teams**: Due to the spread -out nature of the festival the mobile medical teams on bikes or small vehicles (e.g., golf carts or ATVs) may be deployed to quickly respond to medical incidents in less accessible areas on the property.
3. **Coordination with Local Hospitals**: The EMS team will coordinate with nearby hospitals to ensure they are prepared for any influx of patients due to the event. Pre -designating which hospitals will handle different types of emergencies (e.g., trauma, cardiac) can streamline care.
5. **Heat/Dehydration Management**: Since the event is outdoors and can last several hours, there should be provisions for managing heat -related issues like dehydration. Water stations and shaded areas, as well as proactive measures to educate visitors about hydration, would help mitigate these risks.
