SUBJECT: Award of Contract — Demolition of Residential Structures on City -Owned Properties to Facilitate Construction of Various Capital Improvement Program Projects RECOMMENDATION:
That the City Council:
1) Award and authorize the Interim City Manager to execute a contract, and the Interim City Manager or her designee administer the terms of the contract to the lowest responsive bidder, ASR Demolition in the amount of $134,300 for the Demolition of Residential Structures on City -Owned Properties to Accommodate Construction of Various Capital Improvement Program Projects; and
2) Approve the amount of $13,430 for construction contract contingency and the amount of $6,715 for construction contract administration, staff time, testing, and inspection, for a total construction budget in the amount of $154,445; and 3) Authorize the Interim City Manager or her designee to administer the distribution of the contract contingency; and
4) Approve the plans and specifications prepared for the Project.
BACKGROUND/DISCUSSION:
As part of the Avenue E Intersections Improvements Project (Project), the City Council approved the construction of five roundabout intersections along Avenue E, requiring a total of thirty permanent right-of-way easements. The Project includes constructing single or dual lane roundabouts, concrete curb and gutter, concrete driveway approaches, sidewalk, ADA curb ramps, asphalt pavement, fencing improvements and storm drain improvements at the intersections of Avenue E at 5th Street, 4th Street, 3rd Street, 2nd Street, and Bryant Street. The Project will replace multi -way stops at these intersections with a single lane roundabout at the intersections of 2nd Street and 3`d Street with Avenue E and a dual lane roundabout at the intersections of Bryant Street and Avenue E, 4th Street and Avenue E, and 5th Street and Avenue E.
The construction of the roundabouts at the intersections of Avenue E with 2nd Street and 3rd Street was completed in June of 2024.
Construction of the roundabouts at the intersections of Avenue E with 4th Street and 5th Street required the acquisition of permanent easements from eleven properties. All eleven acquisitions and public right-of-way dedications required for the construction have been completed. To prepare for the construction, the demolition of two residential structures is required. These structures are located on two separate properties located at the southeast corner of Avenue E and 4th Street and at the northwest corner of Avenue E and 5th Street.
The demolition of these residential structures was initially advertised for construction bids in May of 2025. All bids were rejected by the City Council at the June 9, 2025, meeting after it was determined that revisions to the bid documents were necessary to ensure accurate and consistent interpretation of the bid requirements by potential contractors. As a result, the City Council directed staff to revise the bid documents, clarify the scope work and re -advertise the bid documents for construction bids.
The revised scope of work and bid documents included the demolition of an additional residential structure on a City -owned property located at 11473 Pendleton Avenue. Similar to the previously mentioned properties, this structure is required to be demolished to accommodate the construction of the Pendleton Avenue at Oak Glen Creek Low Water Crossing Replacement Bridge Project (LWC Project). The LWC Project is also included in the FY26 Capital Improvement Program (CIP). While the timing of the construction of the LWC Project is still being evaluated, incorporating this required work into the scope of work and bid documents at this time is recommended to take advantage of competitive construction bids that may result in lower costs.
The bid documents were re -advertised for construction bids on June 30, 2025. On July 15, 2025, five (5) sealed bids were received and opened as follows:
Contractor
Bid Amount
Harbor Coatings & Restoration
$147,250
Jeremy Harris Construction, Inc.
$139,200
ASR Demolition
$134,300
Integrated Demolition & Remediation, Inc.
$321,000
United Environmental, Inc.
$149,400
ASR Demolition of Riverside, CA, is the apparent responsive low bidder. Staff has reviewed the bid documents and determined that the documents meet the requirements of the construction contract specifications. ASR Demolition has performed similar work for other agencies, and their work has been deemed satisfactory. As a result, staff recommends that the City Council award and authorize the Interim City Manager to execute a contract and administer the terms of the contract for the work with ASR Demolition in the amount of $134,300.
If approved, staff will return to Council at a future meeting with a recommendation regarding the sale and disposition of any City -owned properties (or portions of properties) not required for the construction
of the identified CIP projects, which may include selling the properties and returning the proceeds of the property sale to the applicable project fund(s).
FISCAL IMPACT:
The cost of the proposed work in the amount of $154,445 is included in the adopted FY26 CIP.
